Job Description

The Director of Procurement must be an energetic, self-motivated, and innovative individual who shall possess the skills required to successfully lead and drive CRB’s procurement organization including resources, systems, practices, procedures, for design services, construction services, sub-contracting, and equipment procurement. Theycreates brand differentiation and pre-eminence for CRB in the market by working with teams to drive and support project estimating expertise, excellence, and standardization to create brand differentiation and pre-eminence in the market.

Analysis of market and delivery conditions will be required to determine present and future material and subcontractor availability. If needed, the investigation, analysis, and interview of potential suppliers and subcontractor to determine manufacturing limitations, facilities, equipment, quality standards and experience will be executed. Fulfillment of purchasing recommendations for project procurement as needed. Maintenance of historical procurement information relating to equipment is necessary to provide to estimating department.

Responsibilities

  • Creates long term strategic innovative and value add practices
  • Creates a central knowledge base to capture historical information, data and trending market conditions to inform CRB’s risk position
  • Develop innovative procurement strategies, approaches, and practices
  • Overall responsibility for CRB’s sub-contractor procurement specialties, equipment procurement specialties, Vendor and Trade Partner master service agreements and strategic national partnership programs
  • Ensures robust prequalification program and practices are implemented
  • Negotiate, prepare, and award purchase orders, subcontracts, and subconsultant agreements as-required
  • Interview suppliers’ representatives regarding specifications, cost factors, and other issues related to procurement of equipment, supplies, and materials
  • Confer with suppliers to obtain product or service information including price, availability, and delivery
  • Consult with internal resources concerning tax, insurance, and liability issues
  • Ensures risk management oversight and auditing
  • Ensure procurement tool, procedure, and system compliance

Management

  • Reinforcement of Procurement processes and procedures amongst regional procurement personnel and field execution teams
  • Compliance checks relative to processes and procedures, both written and electronic
  • Responsible for overseeing the maintenance of Pre-Qualification Application content and database
  • Responsible for overseeing the development and maintenance of Supplier database
  • Management of PMWeb Online Bidding protocol and procedures

Qualifications

Preferred Qualifications:

  • College Degree in Construction Management, Engineering, Architecture or equivalent experience.
  • 10+ years of experience in Architecture, Engineering, and/or Construction Industry
  • Demonstrated success in managing architecture, engineering, and construction processes
  • Integrated Project Delivery experience, a plus
  • Experience in subcontracting and equipment purchasing and supply chain management
  • Experience with online bidding systems is preferred, PMWeb a plus
  • Experience with the following types of projects:
    • Life Science Projects
    • Industrial Projects
    • Commercial Projects
  • Understand project logistics and project schedules
  • Able to organize, plan and manage multiple activities to accomplish desired results.
  • Understanding standard design and construction scopes of work, drawings, work packages, etc
  • Individual must be self-motivated and possess strong communication/interpersonal skills.
  • Knowledge of procurement practices and procedures including software input and data manipulation utilizing procurement software to connect cost and schedule life-cycle data throughout all CRB operations
  • Proficient in Microsoft Office (Excel, Access, Word, Outlook, PowerPoint)
