Summary Position Purpose

To provide project management expertise across all Portfolio Managment Offices on decisions and priorities regarding the enterprise's overall ASM/DMM framework and Waterfall/Agile/Hybrid methodologies. Provide guidance to project teams as appropriate.

Looking for a thought leader to coach and provide guidance, with the ability to understand our company culture while effectively influencing change and growth across teams at all levels. Description What You'll Do:

  • Provide project management guidance to project/program/portfolio teams as appropriate. Evaluate vendor-supplied software packages for project management and make recommendations to IT management. In coordination with Project Leads, provide input on all proposals that could potentially impact project management. May perform evaluation of new project management tools, techniques, and methodologies through Proof of Concept or other means to establish new/modified project management guidelines.
  • Engage with PMO organization(s) for critical Program/Portfolios, and diagnose and resolve issues, as well as assist in risk mitigation/contingency planning, to ensure delivery of business value. Identify issues that a business partner is responsible for and ensure those issues are resolved/mitigated appropriately.
  • Serve as an expert resource/coach to IT teams in planning and executing the ASM/DMM framework, Waterfall/Agile/Hybrid methodologies and techniques for work efforts/programs/portfolios. This may include adapting new methodologies and techniques for our organization. This includes providing proactive feedback to teams and team members and assessing team performance and recommending ongoing training/coaching to improve team performance.
  • Coordinate the creation, and monitoring, of metrics/measurement /dashboard for project/ program/portfolio success for the enterprise. Analyze data regarding project success/delivery and ASM/DMM techniques utilized to make recommendations to changes in standards and guidelines. Ensure dashboard and measurements meet the needs of the enterprise, including executive management.
  • Monitor industry trends in project management methodologies, techniques and best practices. Lead adaptation within IT and/or BCBSSC as applicable. Facilitate establishment and implementation of standards and guidelines associated with the adaptation of industry best practices. Provide consulting, as requested, to the ISPC PMO Sub-Committee and/or the PMO Tools User Group.
  • Facilitate the establishment and implementation of standards and guidelines that guide the ASM/DMM framework for delivery of technology solutions, including ensuring the framework is viable across the enterprise. Review customer and IT team requests for additions or changes to ASM/DMM framework and evaluate feasibility to determine if/how to handle the request while maintaining an adequate/appropriate overall ASM/DMM framework. To determine if requested changes are possible, review tools and techniques as well as feasibility of execution. Ensure framework is viable, utilizing data and other methods, across all LOB's.

To Qualify for This Position, You'll Need:
  • Bachelor's degree in any major, or 4 years of job-related work experience, or 2 years of job-related work experience plus an Associate's degree in any major.
  • 9 years IT experience in a leadership capacity, including 5 years progressive responsibility within area of expertise.
  • Exceptional communications [verbal and written] skills with all levels of management and team members.
  • Superior leadership skills in a team or project environment, including cultural transformation.
  • Exceptional problem solving and conflict management/resolution skills, utilizing critical thinking to resolve high-impact, complex and/or cross functional problems.
  • Highly effective analytical and organizational skills with attention to detail.
  • Excellent understanding of project management principles and methodologies, information systems, business processes, and the key drivers and measures of success for the business unit and the organization.
  • Superior competency in management of resources to meet goals and multiple projects.
  • Highly effective ability to lead multiple multi-discipline, high-performance work teams.
  • Advanced negotiation ability within the organization.
  • Advanced ability to prepare and present formal presentations to senior management.
  • Proven ability to coach and mentor project management professionals as well as IT professionals.
  • Highly effective strategic thinking skills.
  • Proven effectiveness in conducting analysis of project triple constraints.

Minimum Software and Other Tools:
  • Advanced knowledge of Microsoft Office and Project Management tools for all methodologies (Waterfall, Agile, Hybrid).

Preferred Skills and Abilities:
  • Experience with All methodologies for software delivery. (Waterfall, Agile, Hybrid)

Preferred Licenses and Certificates:
  • PMI PMP, PgMP, PfMP, and/or PMI-ACP Certifications or ScrumMaster Certification (any vendor).
