Summary Provides leadership and direction for the department. Responsible for the modeling of complex healthcare inquiries, discovering insights and identifying opportunities through the use of statistical, algorithmic, data-mining and visualization techniques. Integrate and analyze large, varied datasets and communicate results of large scale analytics. Description

  • Support decision making by collaboratively building, maintaining and improving multiple analytic/decision systems. Design experiments, test hypotheses, and build analytical models to explore, explain, and predict health-related outcomes. Model and frame healthcare scenarios that are meaningful and which impact strategic direction and campaigns.
  • Supervise and coordinate the daily activity of the staff. Responsible for training and various personnel functions including, but not limited to hiring, and conducting performance evaluations.
  • Apply statistical (descriptive, analytical, inferential) analysis, data mining techniques to generate real-world evidence and prediction systems that may be a stand-alone project or be assimilated into production systems. Provide evidence that is congruent and reliable. Validate findings using hypothesis based experimental design and an iterative approach. Work iteratively to validate findings using scenario modeling/sensitivity analysis and experimental design approaches to validate finding and/or test hypotheses. Conduct data analysis that range from simple descriptive statistics to highly complex algorithm.
  • Work closely with clients, data stewards, project/program managers and Information Systems teams to turn health care data into critical information and knowledge that can be used to make sound organizational decisions. Collaborate with subject matter experts to select the relevant sources of information. Educate the organization both from technical and the business perspectives on new approaches, such as testing hypotheses and statistical validation of results. Help the organization understand the principles and the computational analysis behind the process to ensure organizational support. Work with the data stewards to ensure that the data and process used is in compliance with existing governance, regulatory, architecture and security policies.
  • Develop innovative and effective approaches to solve analytics problems and communicates results and methodologies with transparency. Identify, create and apply the appropriate algorithm to discover patterns. Come up with solutions to loosely defined business problems by leveraging pattern detection over potentially large and disparate datasets.
  • Present findings to the business by proving their assumptions and validation work in a way that can be easily understood by stakeholders. Recommend ongoing improvements to methods and algorithms that lead to findings, including new information.

Required Education:
  • Master's degree-Master of Science degree in Biostatistics, Epidemiology, Health Economics or Computer Science or related field. OR 5 years-of relevant quantitative and qualitative research and analytics experience. PhD training will be counted as 3 years' experience.

Required Work Experience:
  • 5 years-of relevant quantitative and qualitative research and analytics experience. PhD training will be counted as 3 years' experience

Preferred Work Experience:
  • Experience with government contracts including but not limited to Medicare, Medicaid, or ACA
  • Two years of supervisor/management experience of people
  • Experience with supervised (statistical) and unsupervised (machine learning) modeling.
  • Experience with data management in relational data sources.

Required Skills and Abilities:
  • Advanced SQL skills (e.g. proficiency in windowing function) and be able to experience querying large, complex data sets including multiple joins.
  • Experience with data management in relational data sources.
  • Strong programming skills relevant to data-science and big data frameworks such as R (preferred), Python, or SAS and data visualization tools such as Qlik or Tableau (preferred).
  • Knowledge of statistical techniques including statistical analysis, quantitative analytics, forecasting/predictive analytics, multivariate testing within the healthcare industry.
  • Solid foundation in analytics, with proven history of data-oriented project completion. Strong analytical and problem-solving skills.
  • Strong written, verbal and presentation, communication, negotiation and interpersonal skills including the ability to communicate technical approaches to all levels of staff, management and leadership.
  • Proven ability leading multidisciplinary teams to achieve successful product integrations within a matrix management environment.
  • Demonstrates and promotes a workplace culture of innovation, high performance, accountability, commitment, respect and collaboration.
  • Demonstrate ability to prioritize, manage time, multi-task and work with minimal supervision.
  • Results-focused, proactive and detail-oriented.
  • Strong knowledge of multiple platform capabilities and relational database concepts.

Required Software and Other Tools:
  • Strong computer skills including PowerPoint presentations, database management, statistical programming software and hardware configuration.
