Responsible for assisting with and/or coordinating the preparation of institutional budget reports and providing technical assistance on institutional budgetary matters. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Reports to the Budget Director.SENIOR BUDGET ANALYST :This is a professional position responsible for performing complex institutional budgetary analysis and assisting with preparation of institutional budgets. Responsible for providing analytical support for complex budget projects; assisting with and/or coordinating the preparation and submission of institutional budget reports; and providing technical assistance on institutional budgetary matters. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the Budget Director.Essential Job Functions BUDGET ANALYST :

Assists the budget director with complex institutional budgetary analysis.

Works with the Office of Financial Reporting to develop new funds, orgs, accounts and/or program codes (FOAPs).

Monitors FOAPs for negative balances and works with college and departmental staff to correct related problems.

Monitors and analyzes divisional salary and wage accounts and completes budget transfers to correct related problems.

Enters journal vouchers for all budget transfers between different funds. Enters budget transfer vouchers as needed.

Performs formula funding analyses, revenue forecasting, budget versus actual comparisons, and other evaluations to aid in budget decisions.

Provides guidance and assistance to university staff with regard to institutional budgetary matters.

Queries, compiles, and analyzes budget data in support of the development of institutional budgets, including the annual budget.

Assists with preparation for the state ABEST / USAS reconciliation in the ABEST system quarterly.

Assists the budget director with the development and preparation of the institutional Legislative Appropriations Request ( LAR ).

Assists with preparation of institutional budget reports required by the state.

Interprets and explains university policies and procedures related to institutional and departmental budgets.

Prepares and analyzes various special, quarterly, monthly, and ad hoc reports.

Identifies and incorporates continuous changes in federal and/or state policies and procedures, ensuring university and department compliance.

Compiles budget data and various reports for disbursement.

Compiles and analyzes peer comparison budgets and other financial data as needed.

Assists with preparation of budget correspondence for the website and various campus constituents.

Oversees a variety of complex special projects, as assigned.

SENIOR BUDGET ANALYST :

Assists the budget director with complex institutional budgetary analysis.

Works with the Office of Financial Reporting to develop new funds, orgs, accounts and/or program codes (FOAPs).

Analyzes university salary and wage accounts to determine whether funds have been appropriately allocated. Completes budget transfers to move unspent salaries to salary savings FOAPs.

Enters journal vouchers for all budget transfers between different funds. Enters budget transfer vouchers as needed.

Performs formula funding analyses, revenue forecasting, budget versus actual comparisons, and other evaluations to aid in budget decisions.

Provides guidance and assistance to university staff with regard to institutional budgetary matters.

Serves as the budget director in their absence.

Non-Essential Job Functions

BUDGET ANALYST / SENIOR BUDGET ANALYST :

Coordinates budget training.

May represent the department on various university committees.

Performs other related duties as assigned.

Required Education

BUDGET ANALYST / SENIOR BUDGET ANALYST :

Bachelor’s degree is required.Required Experience and Training BUDGET ANALYST :Three years of related experience is required. Experience in general business, accounting, forecasting, reconciliation, and/or budgeting is required. Additional education may substitute for experience on a basis set forth by the Department of Human Resources.SENIOR BUDGET ANALYST :Five years of related experience is required. Experience in general business, accounting, forecasting, reconciliation, and/or budgeting is required.Preferred Qualifications BUDGET ANALYST / SENIOR BUDGET ANALYST :Bachelor’s degree in finance, accounting, business, or a related field is preferred. Master’s degree is preferred. Budgeting experience in a Texas state agency or higher education institution is preferred.Special Conditions for Eligibility This is a security-sensitive position subject to criminal record check.This is an IT-sensitive position subject to the Computer and Network Security policy.Min Pay Rate Mid Pay Rate Salary Information Commensurate with Experience, Salary Grade - 7 or 6 Specific Job Requirements/Duties for this Posting Is Background Check Required?
