The director will interact with all levels of institutional and departmental leadership (including faculty) and personnel in the areas of administration, business, and finance, as appropriate and necessary. The Director will also interface with external vendors or entities, as needed and appropriate. The individual must have strong planning, systems, financial, business, leadership, and interpersonal skills, as well as possess a knowledge base to include techniques for budgeting and forecasting, policy review, financial analysis, organizational effectiveness, and project management. The Director will provide leadership and serve in an advisory capacity to the Division Administrator and Division Head with respect to all areas of administration and financial activities for departments within the division.KEY FUNCTIONSFinancial Oversight
Supports the Division Administrator in administrative and financial functions including new program and operational development, analysis, budget and cost reduction efforts, clinical business services, procurement, asset management and special projects which focus on operational improvement. These activities include the development of reporting tools, business plans, complex written reports, letters, and proposals. The incumbent in this position will conduct extensive qualitative and quantitative analysis, including financial analysis, cost/benefit analysis, and organizational analysis. A high level of analytical, financial, quantitative, and interpersonal skills is required.
Monitors and projects future revenues for the Division of Internal Medicine including development and formalization of business plans; Assists in the development of long-term financial, operational, and business plans for the department and division.
Assists with the design and implementation of financial performance reports, including accounting and productivity data for use in fiscal and operational management.
Directs development of patient care charge capture, pricing structure, business and compliance practices for relevant areas in the Division of Internal Medicine; Ensures that charges are accurately posted to both the Hospital and Clinic system and Physician Referral Service System by monitoring monthly company center reconciliation and management to ensure the division is performing within its defined financial margins; Recommends methods of improvement to the charge capture process; Coordinates with counterparts on workflows for patient referral, insurance verification, authorization and financial counseling operations related to the Division of Internal Medicine.
Responsible for an effective patient charge capture and reconciliation system which requires working with the Office of Patient Business Services to ensure that charges are competitive, reasonable, cost-related, and processed in a timely fashion; Responsible for business services as it relates to MD Cancer Network activities related to Internal Medicine providers, including accurate reports for expenses and charge reconciliation which will be used to help determine physician compensation and operational costs for the division.
Remains current on issues and changes in the payor market, radiation oncology billing and reimbursement and related matters, including freestanding billing issues as relates to DoIM centers.
Periodically and systematically challenges the accuracy and completeness of service charges, including case rates.
Proactively identifies and remains current on new technologies and services being introduced into clinical operations, and establishes and coordinates, with input from subject matter experts, the appropriate charge structure for all new clinical services.
Coordinates, with appropriate division and institutional representatives, the comparison of service charges to the cost structure; Verifies and reports the adequacy of service charges to cover service costs.
Directs professional charge capture and reconciliation (daily, monthly) procedures in the Division of Internal Medicine.
Ensures professional billing information electronically transfers daily on an accurate and timely basis.
Oversees charge description master's for professional fees and ensures coordination with technical billing teams.
Works closely with institutional and divisional counterparts to review and revise insurance and authorization verification policies and procedures in accordance with institutional initiatives in order to maximize managed care and other third-party reimbursements.
Documents and periodically updates all billing/charge capture procedures with the input from appropriate stakeholders.
Provides direct oversight and management of teams responsible for billing documentation that supports all professional charges.
Conducts and coordinates the presentation of fiscal educational sessions in Radiation Oncology, including documentation and coding issues.
Develops and conducts in-services so that staff are knowledgeable and current on the billing process.
Responsible for systematically performing frequent financial audits.
Assists Division Head and Division Administrator in new business development including participation in managed care analyses and contract pricing models.
Provides frequent oversight and analyses of new treatment start, provider activities, and benchmarking; Develops/Implements management, tracking, and reporting system to accurately, timely, and clearly inform Division Head and Division Administrator of key performance metrics for data-driven decision making.
Financial Administration & Personnel Oversight
Responsible for developing business and financial services staffing plans to accommodate growth for the division, in alignment with institutional and divisional strategies.
Responsible for the performance evaluations of team members; Coordinates and communicates division wide merit pool with department and division administrative leaders.
Encourages employees to participate in continuing education programs or programs that will enhance their professional and leadership skills.
Performs periodic reviews to ensure that job standards are maintained.
Responsible for design and preparation of financial and operational management reports for financial and personnel key performance indicators and all funds, research, and operating activities within the Division of Internal Medicine.
Contributes agenda items related to financial reporting at all meetings.
Collaborates with faculty and administrative leaders and regularly articulates division financial performance and mitigation strategies, as needed.
Project & Inventory Oversight
Initiates and completes special projects and studies as directed by Division Administrator.
Develops financial analysis for proposed new programs, including preparation and/or review of underlying statistical and financial assumptions; Reviews the overall reasonableness of the assumptions as compared to similar programs within or outside of the organization and make recommendations to senior leadership.
Consistently reviews existing programs for financial performance, reviews current state of operations in terms of strengths and weaknesses from both administrative and financial perspectives and make recommendations to senior leadership on potential performance improvement.
Oversees the procurement functions of the division and ensures coordination across departmental boundaries to promote and maintain efficient operations in ordering, researching problems and timely communication information to all stakeholders.
Assists and collaborates in the development and implementation of a system to effectively manage all assets in Division of Internal Medicine and be able to account for 100% of all assets.
Responsible for the division's submission of a complete report for all divisional department codes and allocated inventory.
Works with divisional leadership to proactively work with the Institutional Property Controller to coordinate annual inventory process and education sessions.
