IT Manager

Expert-level skill set required to analyze, architect, and build innovative technical solutions for new and existing Lab Information Management System (LIMS). These include, integrating existing application with internal applications, building interfaces with Lab Instruments as well as building interfaces with external client products. Very detail oriented, self-driven, people leader who can lead members to success by providing precise guidelines and working under minimal guidance. The Candidate must also be a self-starter, highly motivated, and process oriented. This position is at San Antonio, TX and must be US Citizen.Manages the deployment of the Laboratory Information Management System (LIMS) and team of Implementation Specialists.Essential Job Duties:Participates in the Laboratory Systems management team and collaborates in accomplishing defined LIMS initiatives. Participates in the development of the overall IT strategy for LIMS deployment and responsible for development of the repeatable deployment process.

Ensures development and implementation of effective deployment strategies for the LIMS. Represents department and administers department's LIMS deployment strategy in interactions with the operations.

Responsible for the leadership, process knowledge, and direction of the LIMS development team. Ensures the implementation team members convey the highest level of professionalism to the operations at all times.

Monitors existing workload, reviews upcoming workload and justifies additional resources as necessary to meet requirements. Develops measurements and measures LIMS deployment and implementation team performance.

Partners with Operations Lead, Product Management and Architects for design, development and rollout of new features.

Screens, interviews, and selects personnel for team positions. Leads and develops direct reports to meet company, department and individual objectives. Ensures continuous process improvement of staff's performance through training. Coaches, mentors and develops team and develops performance objectives and timely performance of staff evaluations.

Establishes and maintains an effective combination of internal team skill sets, department relationships and vendor relationships necessary to meet or exceed technical needs for laboratory requirements.

Fosters good working relationships with all departments while managing business expectation levels. Promotes, represents, and shares knowledge and experience with team and operation.

Leads by example in management of deployments and builds technical abilities into team to promote attention to detail and good communication skills. Employs excellent requirements management skills and translates requirements into technical development of current or future products and/or services.

Supports a collaborative environment by establishing a team atmosphere of candor, trust and mutual respect. Develops appropriate technical, operational and scientific knowledge to provide superior guidance to team.

Represents department in business meetings through good verbal and written communications and presentations.

Ensures compliance with company methodologies and processes to meet regulatory requirements and good business standards.

Develops, implements and maintains team procedures. Ensures staff adherence to all appropriate corporate and departmental policies and procedures.

Ensures recording of all business related activities in resource accounting system and required status updates to account for hours spent by team and accurate communication to higher level management.

Qualifications and Skills:Expert in design and development of enterprise software using Java and/or .net technologies (.net core preferred)

Expert level knowledge in designing, implementing and supporting multi-tier architecture systems

Very good experience with EHR interface skills such as HL7/FHIR

Expert level experience in building enterprise systems using Java/Spring Boot/APIs

Experience with using latest DevSecOps, CI/CD process and automation

Expert is writing database development and design using Oracle or SQL Server or PostgreSQL

Performance optimization of code, debugging, fine tuning queries

Experience engineering Containerized applications using Docker and managed through Kubernetes

Analysis, design, EDI software implementation, pre & post-production support, testing, training and project management

Expertise with engineering Restful Service-based interfaces exposed internally and/or externally via and Enterprise API Gateway and supporting technologies on a Service Oriented Architecture (SOA) platform

Strong detail orientation with proven analytical and organizational skills coupled with the ability to effectively communicate, both written and orally, with all levels of management

Ability to work on multiple projects simultaneously with aggressive schedules

Exceptional team player with professional work ethic; demonstrates ability to build relationships with both internal and external Clients

Prior experience in building LIMS is a great plus

Working experience applying agile methodologies

Education/Experience:B.S. Degree required w/ at least 3-5 years of relevant experience

IBM Certified Solution Implementer Sterling B2B Integrator a plus
