Role: .Net Developer-Senior Programmer Analyst Location: Dallas, TX ( Work is currently remote. If the candidate is local they would like them to be open to go into the office 1-2 days per week once the office is open. Local Dallas preferred Will accept 100% remote out of the DFW area.) Duration: 6 months Contract to hire or only Needed skills : C# .NET TSQL TFS CI/CD, Biztalk, EDI POSITION SUMMARY The Senior Programmer Analyst will assist the organization in creating and modifying business tools, using technology that will provide world class services to our membership and provider partners, as well as creating operational efficiencies and a competitive advantage for HealthSmart. By performing these duties, HealthSmart is able to process data efficiently, communicate with its providers and members, exchange and receive information between providers and members, and provide an overall higher level of service to its members and affiliate entities. Essential Skills Project/Team lead experience. Full-cycle programming. MS languages C#, VB.NET, ASP.NET, WCF and .NET Remoting. API development. Working experience in CLOUD technologies. Back-end database in ORACLE, SQL SERVER. SCM tools (Bitbucket, GIT). Working experience on SSRS reports, some Power BI. Object-oriented design and development skills. Back-end programming skills to navigate T-SQL stored procedures, nested stored procedures, temp tables and views. Exposure to automated builds and deployments using TFS CI/CD or similar. Proficient in Microsoft Suite, e.g. Excel, Word, Power Point, and Visio. Experience with Provider network management, Provider Contract management or Claims processing Systems. Proficient in virtual meeting management, e.g. Teams, Zoom, etc. ESSENTIAL FUNCTIONS Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Collaborates with HealthSmart Network Solutions team on current and future projects. Utilizes a thorough understanding of available technology, tools, and existing designs. Works on the most complex problems where analysis of situations or data requires evaluation of intangible variance factors. Plans, performs, and acts as the escalation point for the most complex platform designs, coding, and testing. Leads most complex multiple modeling, simulations, and analysis efforts. Ensures data quality standards are met. Assists or Performs system data updates. Acts as expert technical resource to programming staff in the program development, testing, and implementation process. Organizes and sometimes facilitates meetings with business users, subject matter experts and Information Services and Technology staff to identify, document and clarify business needs and objectives, relevant operational procedures and problems, input and output requirements, data needs and retention, usage, formatting, and security requirements. Quickly and efficiently converts business requirements to technical development specifications that meet BCP requirements. Designs and codes superior technical solutions. Codes applications that process efficiently and accurately. Easily recognizes system deficiencies and implements effective solutions. Creates and executes project work plans and revises as appropriate to meet changing needs and requirements. Works in an unstructured, collaborative environment and supports completion of Projects. Communicates and enforces coding standards. Works with management to adapt standards to new technologies. Reviews work of team utilizing peer review techniques that result in development of coding improvements for the team. Follows the standard system development lifecycle and ensure others adhere to the standards Mentors those with less experience through informal channels. Trains other employees through both formal and informal training programs. Consistently delivers high-quality services to clients. Adheres to technical documentation standards defined by IT management. Assists in the facilitation of team and client meetings. Delivers informative, well-organized presentations. Creates efficient and logical databases for clients. Effectively employs many different database design techniques. Creates well designed, reusable objects. Communicates effectively with clients to identify needs and evaluate alternative business solutions with project management. Communicates difficult/sensitive information tactfully. Continually seeks opportunities to increase customer satisfaction and deepen client relationships. Manages client expectations effectively. Suggests areas for improvement in internal processes along with possible solutions. Contributes to team effort by accomplishing related results as needed. QUALIFICATIONS: Bachelor's degree in Computer Science or related discipline or equivalent. 7+ years experience. Experience with Provider network management, Provider Contract managements or Claims processing Systems. Has some knowledge of EDI X12, HIPAA 5010 and clearinghouse concepts and functionality. COMPETENCIES: Possesses ability to handle responsibility; is self-directed, with strong organizational and documentation skills Possesses ability to work independently and efficiently under strict deadlines to meet project commitments. Is able to work as a team member on complex projects, effectively interacting with technical and non technical personnel within and across departments. Has ability to clearly communicate and document proposed technical solutions for technical and business audiences. Understands limitation of technologies in relation to business processes.
