Neos is currently seeking a Process Improvement Manager for a contract position with our client in Austin, Texas. Project Improvement Consultant (PIC) to support development and implementation of the new Student Enrollment and Registration system (Salesforce). The Project Coordinator (PC) will support the project planning and implementation and ensure that the project is delivered on time, budget and on requirements. The Project Improvement Consultant (PIC) will identify, create, and participate in the implementation of business processes, enabling tools, and systems that deliver tangible value by improving services, efficiency, and effectiveness. The PIC is an advisor on projects, offering solution-design support and best practices for process management. Project: Review the 2022-2024 Austin ISD Enterprise System Program Statement of Work Minimum Requirements:
  • Document the current state of cross-functional end to end processes for assigned areas in multiple detail levels including suppliers, inputs, tasks, outputs and stakeholders, owners, and approvers. Develop and document swimlane diagrams and other visuals and add them to the project repository. Identify the process opportunities and gaps based on best practices, new ERP system, gap analysis, data analysis and feedback from stakeholders.
  • Develop, document and implement the future state end to end processes for assigned areas including the suppliers, inputs, tasks, outputs and stakeholders, owners, approvers, key performance indicators, aligning with the new integrated system (and other applications) and best practices. Develop process visuals to support the development and implementation of the new processes and systems.
  • Identify, develop, prioritize, and execute process improvement opportunities utilizing continuous improvement principles and LEAN/Six Sigma methodologies. Identify, communicate, and correct gaps in process performance and provide guidance to address these gaps.
  • Monitor process improvement projects and facilitate cross functional process improvement project teams ensuring deadlines and objectives are met and return on investment is realized. Provide training to project teams and functional areas to assist with the implementation and maintenance of process improvement activities.
  • Negotiate with project stakeholders to identify resources, mitigate risks, resolve issues and provide key performance indicators and project status.
Education
  • Required: 4-7 years of working experience in process improvement, Lean, Lean Six Sigma in system and process development and implementation in business, finance, and payroll function in a K12, education or highly regulated industry. Preferred: 8 or more years of experience.
  • Bachelor's degree in Business, Engineering or related field or 6+ years of work experience.
  • Required experience in Process Improvement and Project Management with deep expertise in process mapping and strategic organizational alignment initiatives in business, finance, and payroll functions in K12, Public Health Care, State, Municipal, Federal sectors or related highly regulated industry.
  • Required 4-7 years of experience in successful software/application implementation preferably in a school district or k12 organization in student enrollment, registration, budget development, finance, human resource, TRS, TEA, PEIMS or related functions.
  • Required experience in Budget development, general ledger, banking, account payables, financial reporting, position management, asset management, TRS, TEA, PEIMS, warehouse, travel and mileage or related functions
  • Required: Must have a Lean, Six Sigma or Lean Six Sigma (Green or Black Belt) certification or 6+ years of experience in developing, implementing, and deploying cross-functional processes, and key performance indicators or related process improvement experience, preferably in the K12, healthcare or other related industry.
  • Preferred 4 years of experience with business analysis, requirements gathering, process development, and implementation of Enterprise Resource Planning system (ERP) including Business, Finance, Payroll, Position Control, Employee Compensation, Recruiting, Hiring, Onboarding, Procurement, Maintenance, Employee Evaluation and Professional learning management functions.
  • Previous working knowledge of process mapping and design, statistical applications, and project management software.
  • Preferred working experience in organizational modernization frameworks including data governance, digital transformation, and others.
  • Preferred experience in a K12 organization in a central office or school position.
  • Preferred experience in a highly regulated industry/function as healthcare or other.
Experience and Qualifications
  • Experience designing and developing project and program planning tools and software packages to create, manage, and track project results.
  • Excellent analytical and problem-solving skills.
  • Demonstrated business acumen, understanding of organizational strategy, and successful experience managing all aspects of cross- business unit programs, including communicating with internal and external stakeholders and directing matrixed teams and resources.
  • History of innovation with examples of developing new technical, engineering and/or manufacturing processes.
  • Excellent written and verbal communication skills; mastery in English and local language. Ability to effectively communicate program management architectures, plans, proposals, and results, and negotiate options at business unit levels.
  • Ability to work with key District and vendor(s) staff to establish performance targets, track progress, and create concise reporting through various means (i.e., electronic, database, PERT and Gantt type project management tools).
  • Ability to facilitate project sessions with a hybrid team. Effective communications skills, and interpersonal skills, with ability to clearly report on plan implementation progress, and motivate staff to follow the timelines, report progress, and adapt and adjust as required. Ability to communicate with staff in both teams and individually, and to collaborate to establish the objectives, action steps and critical path timeline for each goal.
  • Ability to problem solve, multi-task and organization skills.
  • Ability to commit to this project for 18-24 months.
  • Strong ability to keep staff teams focused on goal attainment within conflicting time parameters.
  • Ability to quickly gain a solid understanding of several complex and significant documents including the Statement of Work, Master Consulting Agreement, Work Order, and Licensing Agreement related to the Unified Enrollment application, as well as other indirectly related and overlapping plans or documents.
  • Ability to work in the dynamic school district environment, with an understanding of the nuances and challenges within an urban setting.
  • Ability to learn the ERP Frontline Education system including touchpoints, metrics, setup to align to the future business process.
  • Ability to engage with stakeholders (internal and external) in both in-person and virtual environments.
  • Ability to motivate the team to communicate, collaborate, and respond while under extreme pressure and strict timelines.
  • Experience working in a hybrid environment (partially in person and remotely) and supporting hybrid teams.
Travel
  • When required and authorized by the District, the Contractor will perform services on-site at the designated campus and/or department for assistance or training. Frequency and duration of travel will be jointly determined. The District will reimburse for travel using District guidelines or funding entity guidelines, whichever is less. Any special circumstances or exceptions must be approved prior to travel by the District’s Chief Financial Officer.
Logistics
  • The district will provide a portable computer during the contract period. The District will provide the Contractor with workspace, access to ERP project files, access to District systems and District equipment as needed.
