Job Summary:Our Electro-Optical Infrared Solutions (EOIRS) group has an immediate leadership opportunity for a Program Chief Engineer (PCE) to oversee the EODAS Production Optimization Program. You will work closely with the Production Chief Engineer, Program Directorate Chief Engineer, and associated engineering teams and sub-contractors at our new state-of-the-art facility in McKinney, Texas. The Program CE is the key contributor and single engineering leadership point of contact responsible for the engineering execution of an entire program, overseeing all technical, schedule, and financial aspects. You will establish and manage a program vision, strategy, and goals to align the Program with the Customer and facilitate conflict resolution; ensure technical integrity and engineering execution across all IPTs, CPTs, and disciplines within the Program; and be the primary program technical POC with the customer senior technical counterparts. The PCE has authority to manage all program engineering related activities across the program; authority over and direct management of the lead engineers to ensure that the overall system design is optimized to meet the required performance within the project constraints (cost and schedule), and to execute production efforts. This position is an on-site role. Responsibilities to Anticipate:
Manage teams across multiple sites to design, install, and integrate new test equipment and tooling.
Increase yields and production utilization time.
Manage test engineering and program engineering teams to drive RCCA activities in support of productionization.
Leverage and improve sensor designs, test architecture, and assembly and test processes.
Engage with the customer community in support of program goals.
Primary program engineering leadership POC with the program office, the customer and other stakeholders related to the program.
Ensure technical integrity and engineering execution across all IPTs, CPTs, and disciplines within the program.
Authority to manage all program engineering related activities across the program. Authority over and direct management of the lead engineers to ensure that the overall system design is optimized to meet the required performance within the project constraints (cost and schedule), and production efforts execute as planned.
Monitor and trend staffing against planned work; proactively engage with Engineering functions to ensure adequate resource assignment.
Ensure effective use of independent reviews and achieve on-time completion of all Program Engineering reviews.
Responsible for the Earned Value and/or financial management of the engineering content on a program.
Ensures proper Engineering Risk and Opportunity management (ensures Engineering risks are captured, mitigation plans in place across IPTs)
Provide cross-IPT technical leadership and coordination - Ensure Engineering leads assigned to program are engaged in all aspects of their program.
Lead and encourage effective transition to production and providing operations support.
Ensure operations engagement in engineering development, design, and test requirements verification, including the transition of design to production.
Willingness to travel periodically in support of offsite testing and meetings.
Basic Qualifications:
Minimum of 10 years of mixed Engineering experience in airborne and electro-optic sensing systems products, requirements development, testing and production oversight.
Demonstrated experience as a Chief Engineer (or similar engineering leadership role) for a large program (greater than $20M) leading a diverse team of 20 or more.
Prior success as Lead Design Engineer, Lead Systems Engineer, Program Chief Engineer or Integrated Product Team Lead.
Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Preferred Qualifications:
Advanced degree in science, Technology, Engineering, or Mathematics (STEM) and a minimum of 8 years of prior relevant experience unless prohibited by local laws/regulations.
Chief Engineering experience on a defense EO/IR sensors production program
Factory establishment and production experience in commercial and/or defense industries
Experience and knowledge of transition to production programs in the EO/IR domain
Design experience with the Multi-Spectral Targeting System (MTS), ATFLIR family of products, or other EO/IR systems of similar complexity.
Capture Management and Program Management leadership experience.
Skilled at managing risk in a fast-paced competitive environment while leading innovation at the overall system level.
Demonstrated technical leadership of diverse teams with limited oversight and possessing a keen grasp of the “big picture”; track record of on-time execution within agreed budgets.
Ability to brief internally and externally at the senior executive level.
Ability to independently interact and lead engagement with senior customers.
Strong systems and design engineering experience, with demonstrated ability to establish a strong technical baseline with disciplined change management, while operating a rapid development environment.
Demonstrated ability to lead across a highly multi-disciplinary role, requiring experience across all design engineering disciplines, technical supplier management, business development, and program leadership.

Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.
