Riverside Research is looking for a someone to provide 24/7 management, engineering, and logistics support services to US Air Force Program Managers. This person will provide technical assistance for matters associated with aircraft systems, subsystems and mission critical elements associated with program aircraft. This person will also provide strategic technical role in the development and execution of modification efforts ensuring system requirements match specific platform needs. Leverages the latest in technological developments. Monitors technology, analyzes proposals, and evaluates concepts to determine technical feasibility and military applicability of aircraft support equipment and aircraft maintenance support plans. Job Responsibilities:
  • Provides 24/7 management, engineering and logistics support services to US Air Force Program Managers and project engineers during the design, integration, testing, maintenance, logistics support, and field service support on multiple special purpose aircraft types and configurations at both CONUS and OCONUS locations in direct support to US DoD/DoS agencies
  • Provide technical assistance for matters associated with aircraft systems, subsystems and mission critical elements associated with program aircraft. These systems, subsystems and elements range from unclassified to TS/SCI
  • Reviews, analyzes, evaluates and makes recommendations on developmental and sustainment issues related to C2/information technology systems with specific emphasis on radar, EO-IR, aircraft self- protection, weapons development, and other highly specialized classified systems
  • Provides strategic technical role in the development and execution of modification efforts ensuring system requirements match specific platform needs. Leverages the latest in technological developments. Monitors technology, analyzes proposals, and evaluates concepts to determine technical feasibility and military applicability of aircraft support equipment and aircraft maintenance support plans
  • Evaluates contractor's performance from a technical standpoint on special access aircraft providing management and guidance as directed by PM on all aspects of effort from inception to aircraft delivery.
  • Primary technical contact for fielded aircraft, systems, subsystems and aircraft related maintenance problems
  • Provides technical assistance to PMO Program Manager and other Program Integrators in managing Special Projects acquisition programs utilizing cost estimating techniques to assist the PMO in establishing program Life Cycle Cost Estimates (LCCE)
  • Advises PMO in the transformation of operational command mission requirements into technical specifications and contractor statements of work
  • Responsible to Procuring Contracting Officer (PCO) and PMO for performing technical evaluations of contractor cost proposals for accuracy, breadth of scope, and value
  • Validates Department of Defense (DoD) Contractor developed technical specifications for systems/hardware/software against Capability Development Document (CDD) requirements
  • Validates milestone based system performance verification testing against stated system Key Performance Parameters (KPP) and threshold and objective parameters
  • Utilizes Earned Value Management based performance measurement guidelines to monitor contractor schedule and cost performance
  • Manages the development and implementation of Federal Aviation Administration (FAA) approved aircraft Maintenance Management Programs
  • Chairs/supports Service Action Review Boards from a technical perspective providing recommended action of FAA regulated OEM Services Actions/Bulletins and Airworthiness Directives
  • Utilizes Maintenance Data Collection systems to collect and analyze aircraft Quality Performance Indicators and makes recommendations to PMO to improve aircraft reliability, maintainability, and availability rates
  • Evaluates and guides contractors on special access aircraft providing management and leadership from program inception through aircraft delivery
  • Develops and presents briefings, reports, decision papers, and acquisition program documentation to senior customer and government personnel upon request
  • Verifies Contractor Data Requirements Lists adhere to contract requirements and reports anomalies to PM
  • Conducts preliminary and advance technical design studies supporting the preparation of engineering proposals and the establishment of systems architecture and design
  • Manages technical aspects of flight testing for special-access required and special-purpose aircraft
  • Manages emergency orders/quick reaction contracts to remedy time critical issues from user requirements
  • Flies as Mission Essential Support Crew Member at the direction of the 645 AESS/CC
  • Sole Program Manager for Federal Bureau of Investigations projects

Required Qualifications:
  • A current TOP SECRET/SCI Security Clearance & Citizen of the USA
  • At least 15 years of prior military experience
  • At least 15 years of combined experience in aircraft maintenance, flight operations, logistics, and acquisition
  • At least 5 years of contract execution, management, and logistics experience
  • Familiar with current Federal Aviation Administration regulations
  • Bachelor's degree appropriate for experience and job
  • Master's degree appropriate for experience and job (Highly Desired)
  • Defense Acquisition University APDP Program Management Level 1 certification (Level II Highly Desired)
  • Current and maintained FAA Class III medical clearance for flying
  • FAA A&P license
  • FAA IA authority (Highly desired)
