Job Title: Project Lead II Location: Austin, TX(Working remotely is accepted in accordance with TxDOT's policies. If the resource is in Austin area, current requirement is to be in the office a minimum of once a week) Duration: 12 Months DESCRIPTION OF SERVICES: (Required) The Department of Information Resources (DIR) requires the services of 1 Project Lead II hereafter referred to as Worker, who meets the general qualification of Project Lead II and the specifications outlined in this document. The workers responsibilities and skills must include: The Project Manager Lead is an Information Technology (IT) position that will provide oversight, guidance and support to program and project managers. This role must be familiar with industry leading project management methodologies and governance processes that facilitate the delivery of successful projects. The focus of this role will be to provide leadership to experienced program and project managers and offer guidance on project management functions, as needed. Additionally, this role will provide support and offer best practices on the project management methodology and tool set used in the Project Management Office. The workers responsibilities and skills must include: Experience with leading and managing experienced program and project managers Ability to provide guidance and leadership to keep projects on track and focused Experience with general IT SDLC processes. Experience with implementing Enterprise Systems Integration projects Ability to create and maintain several project artifacts including Project Timeline, Risk & Issue Log, Communication Plan, Stakeholder Register, etc. Strong written and verbal communication skills Being a creative thinker to solve issues. Experience with mediating business units that may have conflicting requirements. Experience with driving Systems Integration delivery projects from 3rd Party vendors to delivery acceptance and project closure. Experience with delivering project scope while adhering to and optimizing schedule, costs, and resources. Projects include TxDOT, partners, and third-party deliverables. Experience working with vendors to ensure successful delivery of contract deliverables. Be the hands-on leader for project managers. Prepare and present executive level project communications project tracking and stakeholder management. Experience with identifying, managing and mitigating project risks and issues. WORKER SKILLS AND QUALIFICATIONS (Required) Minimum (Required): insert specific minimum skills for this Contract Position) Years Skills/Experience 7 Experience in leading and managing seasoned program and project management staff 7 Experience in creating and maintaining various project artifacts including; Project Timeline, Risk & Issue Log, Communication Plan, Stakeholder Register, etc. 7 Experience with general IT SDLC processes. 7 Skilled in business process creation 7 Skilled in gathering requirements from business divisions 7 Skilled in documenting AS-IS and TO-BE process flows. 7 Skilled in educating business unit staff on standardized processes 7 Possess strong verbal and written skills in communicating with peers and different levels of users including executive staff. 7 Skilled in facilitating large group meetings with internal and external resources. 7 Skilled in collaborating with the technical and functional teams to develop the Technical Specification and other documents need in support of the solution 5 Experience in implementing Enterprise Systems Integration Preferred (Optional): insert specific preferred skills for this Contract Position) Years Skills/Experience 5 Experience with one or more of the state of Texas government agencies 5 Experience with multivendor and software professional services for communication service provider or enterprise customers is preferred.
