Job Posting End Date08-12-2024Please note the job posting will close on the day before the posting end dateJob SummaryManages regulatory professionals that are responsible for leading and/or facilitating the preparation of responses to RFIs (requests for information) and testimony in regulatory proceedings, consistent with the applicable business unit. Responsible for ensuring that systems of record are used to prepare accurate data and information to be included in regulatory cases. Ensures that witnesses from the applicable business unit are properly trained and prepared for their role in regulatory hearings. Additionally, manages the research, preparation, and filing of regularly scheduled filings and compliance reports in accordance with federal and state legislation and regulatory requirements, which may also include the filing of results compared to established performance metrics and participation in related workshops as such requirements are updated. Responsible for educating/communicating emerging regulatory matters that impact the applicable business unit/operating company and for working with key business unit/operating company employees to ensure the alignment of their business strategies and goals with broader corporate regulatory strategies and cost recovery objectives, especially for large capital expenditures that are anticipated for recovery in a future base rate case. Manages the development of corporate positions related to the applicable business unit with participation from of internal stakeholders, including operating company leadership. Manages the presentation of business unit information and data in regulatory proceedings to ensure that key issues and positions are presented in a consistent manner across each of the operating company regulatory jurisdictions, as well as in any related matters with the Federal Energy Regulatory Commission (FERC).Job DescriptionESSENTIAL JOB FUNCTIONS:

Manages work activity of others to perform regulatory tasks such as work related to developing direct and rebuttal testimony, responding to discovery requests, responding to Commission audits, witness preparation, etc.; leading organizational unit activities related to specific, unique, and/or highly specialized areas of regulatory practice; promoting professionalism and standards; and influencing the direction of thinking through the organizational unit as a recognized regulatory expert.

Expert-level knowledge of complex regulatory matters for the applicable regulatory function performed. Regulatory matters include, but are not limited to, economic and legal foundations of regulation; the federal and state regulatory commission structures, processes, and roles; utility ratemaking and rate design; Independent System Operators (ISOs), Regional Transmission Organizations (RTOs), and competitive wholesale markets; industry restructuring and deregulation; federal reliability compliance obligations; federal and state environmental compliance; and current legislative and regulatory policy issues impacting electric utilities.

Manages, organizes, and leads special projects, process teams, and regulatory filings fulfilled by business unit/operating company personnel. Establishes measurable goals, objectives, and requirements relative to a specific project, process, or filing. Addresses company systemwide issues within specialized field of expertise by forming and managing cross-functional teams, which, with the support of management, includes the team's work of planning, organizing, and executing improvements or solutions to the issue or problem.

Manages the work of others to ensure data accuracy for the business unit/operating company. Anticipates, identifies, clarifies, resolves, and initiates solutions to internal and/or external unique and specialized problems that sometimes involve analysis of inadequate or conflicting data and leads the development of opportunities, new ideas, and approaches that have systemwide impact.

Manages the research, preparation, and filing of regularly scheduled filings and compliance reports in accordance with federal and state legislation and regulatory requirements. Manages and reports on performance indices for regulatory compliance where applicable.

Works with industry groups and/or attends workshops to shape positions by providing knowledge on emerging regulatory and applicable business unit trends where applicable.

Manages communication between central business unit personnel and operating company personnel to ensure that regulatory strategy, responses to regulatory inquiries, and operating company interface with regulatory bodies are aligned and consistent with AEP policy and strategy.

Assist Regulatory Analysis & Case Director in assuring advocacy in the formulation of regulatory strategy, ensuring that technical and operational constraints and concerns are recognized and fully considered in the development of all regulatory strategies having an impact on various business units/operating companies.

Oversees state regulatory quality of service and reliability commission and scheduled compliance filings for each of AEP's operating jurisdictions where applicable.

Evaluates regulatory impacts on the business unit/operating company asset spending prioritization and strategic analysis.

MINIMUM REQUIREMENTS:Education requirements:

Bachelor' degree

Work Experience requirement:

Minimum of 6 years of experience with emphasis on one or more of the following - utility accounting and applications, rates, tariff development and application, commercial operations, management, and/or other pertinent experience. Electric utility experience is preferred.

OTHER REQUIREMENTS:

Ability to travel, including overnight, to support regulatory case activity and ongoing training.
