Position: Technical Project Manager

Duration: 6 Months + possible renewals

Location: Austin, TX (Remote Currently, but will return to onsite in the future)

Position Description:We are seeking an experienced Public Sector Technical Project Manager (PM) to lead a large state agency through a software and business process modernization effort related to procurement practices (e.g “letting”). This role will allow the PM to not only perform traditional project management tasks but will also allow a hands-on approach to ensuring ultimate solution success, specifically on the technical side of things.The PM will be responsible for the day-to-day management of a 3rd-party vendor and for coordinating work efforts with the broader internal software development team that includes agency staff, client members, and subcontractors. The role also requires PM to be a self-starter, to anticipate and plan future work activities, and to lead by example.The successful candidate will be a problem solver, creative thinker, and fast learner, be detail-oriented and interested in learning client’s consulting business. Your future duties and responsibilities:• Responsible for managing and overseeing the overall effort in scope.• Responsible for managing the 3rd-party vendor, managing the project schedule, communicating the schedule to the leads, obtaining status, managing scope, and managing issues and risks.• Identify project scope and plan a detailed timeline including aligning scope with expected user stories in alignment with existing development cycles• Develop and manage work breakdown structure (WBS) and/or agile planning methods as will best serve the client.• Manage project execution to ensure adherence to budget, schedule, and scope• Direct or coordinate activities of project personnel• Establish and execute a project communication plan.• Identify need for initial or supplemental project resources.• Monitor or track project milestones, deliverables, and key decisions.• Negotiate with project stakeholders or suppliers to obtain resources or materials.• Schedule and facilitate meetings related to project.• Assess current or future customer needs and priorities through communicating directly with customers, conducting surveys, or other methods.• Confer with project personnel to identify and resolve problems.• Perform risk assessments to develop response strategies.• Works on-site at Austin-based client locations (currently remote approved)Additional responsibilities may also include:• Facilitate requirements gathering through meetings with stakeholders, review of disparate documentation and understanding of technical architecture• Maintain and organize documentation including but not limited to meeting notes, action items, various slide decks, artifacts, user stories, etc.• Track task management on Microsoft Planner overseeing assignments to development and functional resources within project team, other agency departments and at 3rd party vendor• Coordinate, plan, and host working group sessions

Required qualifications to be successful in this role:• Prior Public Sector and/or Software Development experience is required• At least 5 years of prior relevant project management experience on complex initiatives• Prior consulting experience• Strong conceptual, analytic, and problem-solving skills with the ability to learn quickly.• Strong project and time management skills• Strong communication skills, both written and verbal, with an ability to communicate with “C” level executives as well as business managers and technical team members• Proficiency with Microsoft products including Office Suite, Visio, SharePoint, Teams, Planner, and Azure DevOps• Experience managing matrixed teams

Desired Qualifications:• An understanding of public sector procurement practices or the willingness to quickly get-up-to-speed independently by reading available online manuals• Familiarity with Software Development Lifecycle and technical architecture especially as pertaining to integrations between legacy systems and cloud-based solutions• Knowledge of technical processes/terminology including but not limited to: APIs, Microservices, FTP, RESTful, SSO, Json, SAFe, Agile Development best practices, etc.• PMI/Project Management Professional (PMP) certification desired
