Job Description

General Requirements:
  • Candidate must have a proven background managing projects effectively within a technical IT discipline. This includes managing the details, solid communication skills / political acumen, and true project leadership.
  • At an advanced level, manages business, technology and/or construction projects. Delivers specified project requirements within the constraints of scope, quality, time, cost and meeting customer satisfaction requirements.
  • Responsible for the development of scope decomposition, budget and schedule.
    • Leads project planning, resourcing, staffing, progress reporting and troubleshooting.
    • Ensures project results meet requirements regarding technical quality, reliability, schedule and cost.
    • Monitors performance and recommends schedule changes, cost adjustments or resource additions.
    • Solves technical and nontechnical problems throughout the life of the project but tries to resolve problems during the design and planning phases whenever possible.
    • Oversees and coordinates work performed by internal resources and outside contractors as applicable to project.
    • Provides timely and accurate information and status updates to project sponsors, end users and management.
    • Maintains project budgets and forecasts (in LCRA’s systems of record) and evaluates how project plan changes impact cost and schedule.
    • Manages a portfolio of higher risk projects with complex coordination and/or senior management level communication and involvement.
  • This position utilizes in-depth knowledge of best practices and experience in own discipline to provide and improve services. Takes initiative to solve complex problems. Works independently and receives minimal guidance. Acts as a resource for colleagues with less experience; directs the work of other staff members.
  • Promotes collaboration within project teams. Builds strong relationships with peers and stakeholders.
  • Represents the PMO positively and with professionalism.
  • Actively supports departmental continuous improvement and may be called upon to help develop new project delivery practices that improve overall productivity.
  • Creates and executes project work plans and revises as appropriate to meet changing needs and requirements. Manages projects including project scope, schedule, and budget. Ensures that projects are managed within the requirements of the PMO Governance Document, and all Board and Financial policies.
  • Minimizes project exposure to risks by identifying and managing project risks.
  • Create, implement, and track mitigation and contingency strategies.
  • Develops understanding of the project objectives through discussions with stakeholders. Determines the appropriate resources necessary to execute the project, assembles project team and assigns individual responsibilities.
  • Demonstrates understanding of the role and function of each team member and effectively coordinates the activities of the team.
  • Provides input to all contracts, service agreements and statements of work necessary to accomplish the project.
  • Develops and monitors the project budget and schedules. Resolves conflicts between resource limitations and project schedules. Obtains buy-in from stakeholders regarding budget and schedule. Negotiates with stakeholders regarding any changes to project parameters.
  • Acts as primary contact for stakeholders and for project team members. Documents action items and brings them to resolution. Ensures work progresses on time and within budget.
  • Approves or recommends approval of project expenditures.
  • Keeps stakeholders informed of progress against agreed upon scope, schedule, and budget.
  • Ensures projects are completed on time, within budget and that results meet requirements regarding technical quality and reliability.
  • Travels independently or with a small team to project sites as needed.

Knowledge, Skills and Abilities:Knowledge in the department’s use of PMIS, including but not limited to the development and on-going maintenance of project schedules including cost loading and managing project schedules to the Program dates.
  • Knowledge of project management principles and practices,

    PMP certification preferred.
    • Knowledge of project management methodologies, specifically waterfall, agile & hybrid.
    • Knowledge of project scheduling principles
    • Knowledge of budgeting and cost management
  • Skill in establishing and leading cross-functional work teams
  • Skill in establishing concrete, actionable work plans from ambiguous information and directives.

    preferably Office 365 & MS Teams)
  • Ability to work efficiently and independently with minimal supervision.

  • Ability to work in a team environment.
  • Ability to balance and manage competing high priority work demands.

Minimum Qualifications
  • Nine or more years of experience in project controls, project management or work package management, including two or more years managing projects (including managing scope, schedule, and budget).
  • A degree(s) in project management, business, finance, economics, engineering, construction management, math, science, computer science, information technology or relevant field may be substituted per guidelines for certain years of experience.
  • Driver’s license

Work location: Austin, TX.

Work hours: Full-time; estimated to be approximately 40 hours per week, but is not limited to 40 hours per week. 2 days in office/3 days remote thru end of December, 2021.
