Work involves establishing goals and objectives and developing guidelines, procedures, and policies. Develops schedules, priorities, standards for achieving established goals. Develops and evaluates budget requests, and monitors budget expenditures. Plans, assigns, and supervises the work of others. Works under general supervision, with limited to moderate latitude for the use of initiative and independent judgment. Reports to the Director of the Conservation and Innovative Water Technologies Division.Essential Job FunctionsProvides effective leadership and management of the Agricultural Water Conservation Department.Enhances and advances the objectives of department programs using innovative approaches.  Advances the mission to estimate annual irrigation water use, award agricultural water conservation grants, and promote the voluntary adoption of agricultural water conservation best management practices in cooperation with local stakeholders, federal and state agencies, and research institutions.Manages activities related to irrigation water use including planning, developing, and evaluating irrigation estimates and reporting on statewide and trends for annual agricultural irrigation water use. Manages activities related to agricultural water conservation grants including collecting quarterly reports, monitoring progress, and reviewing scope of works, budgets, invoices for contracts and payment reimbursements. Coordinates with other offices as necessary regarding the administration of the Agricultural Water Conservation Fund as it pertains to funding availability to support grant and loan funding commitments.  Conducts outreach for, participates in meetings with, and provides technical assistance to internal and external stakeholders.Coordinates agricultural water conservation programs with other state and national agencies and organizations.Assists with preparing and writing technical reports including regular updates to TWDB published reports on irrigation water use and agricultural water conservation trends in Texas.Oversees the collections, analysis, and reporting of one legislative performance measures.Oversees the provision of data, reviews, and technical assistance to Water Use Survey, Regional Water Planning groups, and/or Regional Water Project Development teams, as needed. Manages all project activities within the Agricultural Water Conservation Department providing technical direction and guidance. Monitors and reports Agricultural Water Conservation Department work activities. Authorizes Agricultural Water Conservation Department hiring, separations, disciplinary actions and employee performance rewards. Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.Evaluates Agricultural Water Conservation Department performance and recommends and leads improvements. Supports Agricultural Water Conservation Department administrative requirements related to organization, budget and personnel. Ensures the provision of quality customer service from the Agricultural Water Conservation Department to both internal and external stakeholders. Manages the performance of direct reports, to include, timely completion of performance appraisals, and follow-through on disciplinary actions as needed. Maintains confidential and sensitive information. Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.  Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses. May be required to operate a state or personal vehicle for business purposes.  Performs other duties as assigned.
