Senior Agile / Acquisition Professional

Tasks:
  • Support the Research and Development Contracting Officer in advising program managers on content and format of requirements (SOWs); review basis of cost estimates developed by technical and program staff; prepare documents in compliance with internal procedures and customer requirements.
  • Support procurement activities such as preparing Requests for Proposals (RFP’s)/Invitations for International Bidding (IFIB’s), participating as a Recorder on Solicitation Review Boards (SRBs), assisting in price/cost analysis and contract negotiation.
  • Supports contractual solutions for program execution by coordinating with industry, academia and NATO agencies in accordance with internal guidelines, best practices, BI-SC 60/70 Procurement Directive and NATO Financial Regulations
  • Provide advice and support for key issues, problems, opportunities, and challenges throughout the acquisition process. This effort requires performance in a manner that is fully consistent with and the BI-SC 60/70 Procurement Directive and NATO Financial Regulations
  • Assist in Acquisition Planning, preparation and staffing of a business case to support or requests for deviation from normal methods of procurement.
  • Meticulously record all relevant contract decisions and actions.
  • Support the R&D Contracting Officer by providing contract details and documentation during bi-annual audits to validate award decisions.
  • Perform market research and conduct cost/price analysis of complex and/or high-value requirements.
  • Coordinate, plan, and seek advice and/or participation of other acquisition team members where necessary to complete assigned work.
  • Provide Subject Matter expertise and guidance to Project Managers, Fund Managers, and Specialist Advisors related to the HQ SACT Procurement process.
  • Perform any other procurement related duties as directed by the COTR.
  • Establish and maintain excellent internal and external customer relations at all levels of the organization.

Experience
  • Demonstrable familiarity with NATO-specific acquisition publications, regulations, and requirements
documents or national equivalents BI-SC 60/70 Procurement Directive, NATO Financial Regulations(NFRs, Financial Rules and Procedures (FRPs).
  • Demonstrable understanding of Agile practices and ability to assist in the development of contracts that
allow for the flexibility required in an agile environment without compromising the integrity of theprocurement process.
  • Demonstrable experience with managing acquisition and contract strategy & administration of commercial service contracts and other agreements.
  • Demonstrable experience evaluating proposals; supporting audit activities; preparing complex contracts, (Research & Development contracting preferred).
  • Minimum of five years’ demonstrable experience (in the last seven years) in a senior position performing contracting functions including negotiation, evaluation, and award of contracts.
  • Demonstrable experience working closely with a cross-functional team
  • Demonstrable knowledge of various contract types, risk factors, market trends in order to select the appropriate contract type to address requirements.
  • Demonstrable ability to develop and maintain good working relationships with others regardless of rank/position, the stressfulness of the situation, or the diversity of opinion.
  • Demonstrable ability to lead, train, and mentor peers, customers, and trainees in contracting processes.
  • Demonstrable understanding of various competitive and sole source acquisition procedures, cost and price analysis techniques, contract law, contract administration and industry best practices.
  • Demonstrable experience with post contract actions such as contract management, contract administration, and contract closeouts.
  • Demonstrated ability to communicate effectively both orally and in writing with good briefing skills. English - SLP 3333 - (Listening, Speaking, Reading and Writing)
