NIC – Federal is currently seeking applicants for a Application Developer for our Arlington, Virginia location. Acquired by Tyler Technologies (NYSE:TYL) on April 21, 2021, NIC is a leader in digital government solutions and payments, partnering with government to deliver user-friendly digital services that make it easier and more efficient to interact with government. Individual contributor to the development, maintenance, and enhancement of business applications, providing specialized technical or business knowledge to projects. Incumbents act as internal consultants, providing technical guidance or business process expertise on the most complex projects or researching strategic planning matters from a technical or business standpoint. This position will identify causes and implement solutions to business problems in a multifunctional project, assessing and communicating issues of technology impact on the business.

KEY RESPONSIBILITIES

  • Provide technical expertise within an assigned business unit/area in the analysis, design, and development of business applications.
  • Accountable for major development responsibilities of large/complex projects or across multiple, nearly simultaneous smaller projects.
  • Provide technical consulting support on projects or system issues.
  • Evaluate application software packages and make recommendations to management.
  • Identify conflicting business practices and integration issues, suggesting alternative solutions.
  • Participate in business and IT project estimation activities, from the position of being a subject matter expert.

QUALIFICATIONS

Education

  • Bachelor’s degree in Computer Science or equivalent work experience.

Knowledge and Skills

  • Strong technical knowledge, with hands-on experience managing systems development in new computing architectures and environments; knowledge or relevant technology, tools, and middleware is critical.
  • Strong in both breadth and depth of experience with multiple programming languages, frameworks, and development techniques.
  • Capable of complex project work while balancing application support responsibilities.
  • Strong ability to accurately estimate project development activities.
  • Experience developing and supporting web applications on AWS
  • Groovy on Rails – Grails. The applications you will be supporting are built on grails.
  • Java and related technologies
  • Spring
  • Gradle (or other Java build environments)
  • Tomcat (or other EE platform experience)
  • JDBC
  • Rest – creating and consuming
  • JavaScript and exposure to popular JavaScript libraries such as JQuery, Vue, React, or Angular
  • SQL: MySQL or other SQL database experience

Previous Experience

  • Minimum of 3 years’ experience in web development using Grails and related technologies
  • Conceptual knowledge of information technologies and methodologies in mainframe, midrange, and PC computing environments desirable; in-depth experience in one or more areas is critical.
  • Experience with design, development, and implementation of new computing architectures.
