Job Summary
Maximus is searching for an Assistant Facilities Manager / Personnel Security Administrator to support a DoD program in Arlington, VA. This position supports the strategic and day-to-day operations of a high-ranking Federal Government Directorate/Senior Executive and will require direct interaction with equivalent support staffs . This position will routinely exercise independent judgment and discretion to include being empowered to commit the principal's time based on interpreting general guidelines and established rules of protocol. Key Responsibilities:- Provide day-to-day assistance and application of security management, support to day-to-day business operations and security oversight of a SAPF/SCIF at the Pentagon and/or kiosk location within the National Capital Region.
- Coordinate office administrative functions including office security administration, office space management, processing security clearance and visit requests for personnel and visitors, scheduling office events and ordering supplies; should have experience in administrative support and working knowledge of security procedures
- Manages the entirety of the onboarding/offboarding of new people, to include scheduling requisite security briefings, read-ons, and management of associated documents used in the execution of the process.
- Formulate and refine multiple standard operating procedures, processes, and work products/templates based on their subject matter expertise and independent assessments; these decisions are the basis of the daily business operations of the offices, but also represent the overall strategic engagement plans of their clients. Tasks will require impeccable judgment, discretion, a thorough knowledge of the business operations and plan, and empowerment by their clients.
- Create tools such as Excel spreadsheets and other databases to compile, track, summarize, and report the status(es) of various issued government furnished equipment, Common Access Cards (CAC)
- Plan, coordinate, and confirm logistical support (transportation, badges, security clearance paperwork, audio-visual support, etc. for senior-level and VIP meetings).
- Provide salient input(s) to a daily read-ahead book with information for the next day and next week activities for the official prior to the end of the duty day; maintain electronic copies, and paper as directed by the Government, of files of all office documents including letters, memos, reports, and briefings.
- Serve as subject matter expert in interpreting Joint Travel Regulations (JTR) and facilitating compliance with Foreign Clearance Guide to plan and coordinate travel in conjunction with the ASD(P) activities; review travel authorizations and vouchers; arrange necessary passports and visas for official travel.
- Manage and maintain the complex calendars and schedules of senior personnel and resolve conflicting priorities and orchestrate changes to the calendar, as required, that may include coordination, verification, and scheduling of meetings with senior government personnel, congressional members and staff, industry, and academia personnel.
- Manage Program Access Request (PAR) program to include preparing PARs, letters of compelling need (LOCNs), indoctrination agreements (SAPIAs), reviewing Pre-Screening Questionnaires (PSQs) and templates, and personnel financial statements (PFS).
- Ensure physical and information technology security of the facility.
- Schedule and conduct appropriate Information Technology and Office supply inventory.
- Verify and update Program Access Rosters.
- Prepare and maintain Personnel security files (PSFs).
- Prepare, transmit, and receive visitor access requests (VARs); verify visitor clearances.
- Assist the program manager with annual program access validations.
- Provide guidance and oversight to defense contractors.
- Prepare, review, and coordinate DD 254s.
- Minimum Education Required: Bachelor's Degree ( Associate 's degree and 3 years of experience in a similar field may be substituted for bachelor's degree requirement).
- Must possess US citizenship and an active Top Secret/SCI clearance.
- 5 or more years of recent and relevant experience across Program Security, Facility Security, Industrial Security, and/or Personnel Security.
- 5 or more years of SAPF/SCIF Site Security Manager experience.
- 5 or more years of experience with creating, reviewing, and approving CONUS and OCONUS Defense Travel System (DTS) orders.
- 5 or more years of e xperience with task or correspondence management systems (e.g., TMT or CATMS)
- 5 or more years of experience and skills in providing Executive Level Administrative Assistant support to high-ranking Federal Government Senior Executive
- 5 or more years of experience with the Joint Personnel Adjudication System (JPAS) and Defense Information System for Security (DISS) and the Joint Access Decision Environment (JADE) required .
- Ability and aptitude to provide surge assistance in areas outside subject matter expertise to meet ad hoc requirements or directorate priorities.
- 5 or more years of Special Security Officer / Special Security Representative experience
- 5 or more years of federal secure facility management experience, to include all phases of the facility lifecycle process planning, programming, design, SCIF construction IAW Intelligence Community Directive (ICD) 705, SCIF Accreditation, and implementation of SCIF SCI Management Programs
- Excellent written and verbal communication skills
- Center for Development of Security Excellence (CDSE) and Security Professional Education Development (SPED) Certifications are a plus .
- SCIF Construction and implementation / application of ICD 705, Intelligence Community Standard (ICS) 705-1, and ICS 705-2
