Amentum is hiring an Audit and Compliance Engineer to support MARMC Code 223 at Naval Station Norfolk. The employee shall plan and coordinate daily the efforts to verify that all Standard Items, Local Standard Items, Specifications, and Process Control Procedures (PCP’s) employed in the performance of maintenance on critical systems are technically correct. Critical System Process Control Procedures (PCP’s) and Work Control Documents (WCD) will be given special attention due to criticality to repair success.Job Responsibilities:

Maintaining and tracking the status, prioritization, review documentation, and storage (in an electronic library) of all WCD’s in MARMC’s area of responsibility on a weekly basis.

Reviews and evaluates engineering aspects of the Quality Management Program (QMP) of up to 12 organizations. The contractor will ensure the proposed maintenance on critical systems is in place and adequate for the work being performed and for maintaining sound technical oversight of the QMP.

Plans, coordinates, monitors, and assesses the MARMC Self Audit program and Engineering Compliance Program regarding engineering processes and the Maintenance Team Process. The candidate participates in reviewing the accomplishment of command Technical Authority audits, including headquarters and detachment projects.

Conveys technical information to appropriate levels of management to ensure timely concise and relevant information flow to socialize technical issues that impact the naval community.

Supports other meetings and conference initiatives as needed. The candidate is responsible for conveying accurate, sufficiently detailed information, necessary to effect sound technical decision-making at a higher level within the department as well as similar efforts in support of the Fleet and Type Commander.

Maintains an audit follow-up system for processing internal audit reports.

Supports MARMC-RMC Engineering Department Chief Engineer by managing the Engineering Approved Technical Procedure (EATP) database, performing post-work package completion technical audits, and assisting with instruction and standard operating procedure development.

Assist the MARMC-RMC Engineering Department Chief Engineer with analytic and evaluative work, problem resolution, and direct support in a variety of administrative areas including investigating and providing recommended solutions to problems related to program/project processes and procedures, monitoring project expenditures (labor and non-labor), develop schedules for accomplishing work and assuring timely and efficient interface with work schedules.

Perform research using publications, drawings, and instructions, and conduct studies and/or research projects as assigned. They may assist in the development and implementation of department instructions and related metrics.

Assist in the tracking and development of solutions required to address technical investigation, root cause analysis and studies of complex technical problems in relation to maintenance, repair, and modernization issues.

Assist the MARMC-RMC Engineering Chief Engineer in the development and issuance of Technical Memorandums of Agreement (MOA), Technical Command Instructions, and the conversion of selected Fleet Technical Support Directive Planning Chapters and Standard Operating Procedures (SOP). Assist MARMC-RMC Chief Engineer in the processing of Departure from Specifications (DFS) utilizing programmatic databases available online.

Minimum Requirements:

General Requirements

Familiarity with NAVSEA and OEM drawing interpretation and review and being able to translate this information into written guidance.

Ability to interpret detailed repair publications routinely used for shipboard equipment repairs.

Working knowledge of Navy maintenance programs, visit processes, and reporting methods for visits.

Must have recent and current experience within two (2) years

Ability to utilize computers including the Microsoft Office Suite for compiling information for reports and history files and transfer digital pictures from camera to computer and enhance as required and label them for report purposes.

Ability to communicate effectively in writing and orally.

Understanding of activity missions, chain of command structure, organizational objectives, and administrative policies.

Experience in maintaining, organizing, tracking the status, and prioritization of engineering documents (both physical and electronic records).

Specialized Requirements:

8 years of managerial experience within the last 20 years on projects including design, maintenance, repair, testing, installation, or ship upgrade of naval or similar systems. Must be able to compile reports, charts and tables based on established statistical methods and relies on experience and judgment to plan and accomplish goals. May be required to direct and lead the work of others. Desired is the ability to analyze the reliability in design and cost of Navy Combat Systems and/or HM&E Systems and equipment.

6 years of analytical experience within the last 10 years in Combat Systems and/or HM&E Systems including RM&A analysis. A minimum of three (3) years shall have been with the 3-M System (PMS, CSMP, OARS), COSAL, ILS and/or SHIPALT/FMP process. Desired is knowledge of relationships, policies, and procedures for ship maintenance between MARMC, NAVSEA, TYCOMS, Naval Shipyards and SUPSHIP/IMA Organizations.

Must have an active secret US government clearance. Note: US citizenship is required to maintain a secret clearance.
