Maximus is searching for a Budget and Acquisitions Project Manager to support a DoD program in Arlington, VA.

From a high-level overview, the candidate will provide subject matter expertise to the Business Operations Directorate (BOD) and support to senior level leadership within the Office of the Deputy Chief Information Officer, Special Access Programs Information Technology (DCIO SAP IT).

Also, the selected candidate must be able to provide strategic advice, counsel, and sound recommendations to support and defend policy decisions, synchronize investments, and drive actionable outcomes. In addition, the candidate must: provide technological, business, and tactical guidance and leadership to the BOD; identify opportunities for enhancing the capabilities to support and achieve overall departmental objectives; and develop and oversee the execution of long-term planning to support the BOD and the office of the DCIO SAP IT to prioritize initiatives and projects based on their impact on the organization, resource requirements and cost restraints by:

• Developing a Portfolio Management Plan by identifying and maintaining an inventory and performance monitoring plan for compliance with CIO statutory requirements• Developing a Resource Management plan for increasing compliance with CIO statutory requirements for certification (augments Program Objective Memorandum (POM) requirements) • Developing POM documents to support and strengthen DCIO SAP IT long-term requirements • Supporting the development and maintenance of organizational and departmental documentation• Assisting with the development of annual reporting requirements to Congress.• Informing senior leaders within the DoD on investment scorecards and compartmented requirements. • Providing effective verbal and written correspondence.• Assisting with the development of annual reporting requirements to Congress.• Assisting in the development and maintenance of acquisition documentation including; Performance Work Statements (PWS), Statements of Objectives (SOO), Statements of Work (SOW), Justification and Authorizations (J&A), market research report(s), Requests For Information (RFI), Requests For Quotation (RFQ), Requests for Proposals (RFP) and in scope contract assessment reports. • Assisting with the development of acquisition schedules, project plans and Independent Government Cost Estimates (IGCEs). • Assisting with the conduct of market research and assisting with the drafting of acquisition alternative documents. • Assisting with the development of Acquisition Strategy Plans, Source Selection Plans, solicitation documents, and evaluation criteria. • Assisting the Contract Officer Representative (COR) with contract modification; tracking requests, period of performance extension(s), deliverables and invoices.

Required Skills & Qualifications:

• Minimum Bachelor's degree required. • Minimum active Top Secret/SCI clearance.• 3+ years of supporting policy development and requirements generation• 5+ years of experience in support of special access program (SAP)• 5+ years of DoD Information Technology Experience• 5+ years of Project/Program Financial Management • 10+ years of experience working in support of DoD programs

Desired Skills & Qualifications:

• Experience working at the OSD, Joint Staff or Service Staff level.• Strong writing and communication skills to collaborate with senior Government and/or Military personnel.• Possess strong critical thinking and problem-solving skills to operate within the DoD environment• Possess interpersonal skills and experience supporting decision-making for senior DOD leadership• Experience with OSD Acquisitions, JCIDS, POM and PPBE processes• Master's degree

Pay Transparency

Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards.
