DescriptionICF is seeking a Communications and Marketing Manager to support the oversight of communications, marketing, and outreach for Child Welfare Information Gateway, a service of the Children’s Bureau (CB), Administration for Children and Families (ACF), US Department of Health and Human Services (DHHS) that centralizes resources for the nation’s child welfare, adoption, and foster care professionals, along with the public.Are you interested in mission-driven communications to promote resources and services that support shifts in child welfare practice and help improve the lives of children, youth, and families?To be successful in this role, you will need to thrive in a fast-paced, agile workflow, where you can stay solution-focused, patient, and empathetic to harness diverse perspectives and creativity that drive us toward success. You should be comfortable with ambiguity and adaptive change, and willing to take smart risks that support innovation.The Communications and Marketing Manager will join the Outreach and Marketing team to supervise the team that implements Information Gateway’s outreach and marketing plan, maintaining and using multiple communications channels and platforms to continually improve our ability to reach and engage child welfare professionals and related audiences.Status: Fully remote.Key Responsibilities

Supervise the day-to-day operations of Information Gateway’s Marketing and Outreach team, overseeing the implementation of communications and marketing strategies designed to enhance reach, awareness, and engagement with Information Gateway and its partners, resources, and events.

Establish and oversee efficient processes for the review of communication materials and coordinate tasks, and timelines toward developing and maintaining content, and supporting the development of strategies and tactics on an ongoing basis.

Ensure the development of clear, concise, and engaging messages (e.g., emails, social media posts, digital content) and communication tools (e.g., handouts, talking points, presentations) that convey Information Gateway and Children’s Bureau priorities, initiatives, and services and follow digital content development and writing best practices.

Supervise and provide professional development support for a team of 3-5 communications and marketing and outreach specialists.

Build, maintain, and implement effective continuous quality improvement efforts for marketing and communications work, including collecting, analyzing, and reporting relevant data and tracking progress toward awareness and engagement targets.

Basic Qualifications

Bachelor’s degree in communications, Public Relations, Marketing, or related field.

6+ years of experience deploying marketing and communications principles, strategies, and production processes.

At least 3 years’ experience in supervising diverse staff with varying levels of expertise.

Additional Skills:

Strong project management skills: ability to juggle multiple priorities, organize, and execute.

Demonstrated experience managing communications and outreach channels such as social media, email, websites, and exhibit booths.

In-depth knowledge of best writing and messaging practices for business correspondence, public relations, advertising, marketing copy, and social media; Experience reviewing and editing work products written by other team members.

Experience developing content using existing brand and style guides in alignment with client and industry standards.

Knowledge of email and social media management tools and software including data analytics.

Direct experience collaborating heavily with senior leadership staff.

Excellent organizational skills and solid attention to detail with the ability to manage multiple projects, deadlines, and priorities in a fast-paced environment.

Strong leadership, interpersonal, critical thinking, and decision-making capabilities.

Proficient in MS Office Applications: Word, PowerPoint, Outlook, Excel.

Preferred Skills

Experience with graphic design and/or design software.

Knowledge and experience designing and improving processes and practice (change management and capacity building).

Experience in the federal and government contracting environment.

Experience in human service-related programs.

Interested in exploring new channels, methods, and platforms to optimize communications.
