Position Summary:

Provides technical expertise to OTI Technical Interoperability and VAIL Interoperability Maturity Assessment teams; assessing data models, database designs, and proposed enhancements and modifications to existing data structures; assessing technical approaches to data management, including product reviews; and coordinating, assessing, evaluating and monitoring development of logical data architecture, database models and designs, and logical and physical data implementations.

Serves as a key link to the VA program management and technical experts to ensure coordination and integration of data management activities into overall program and engineering plans. Supports the planning, reporting and coordination of various responsibilities in support of database technologies and data management activities across the VA enterprise.

Responsibilities include, but are not limited to:

Provide regular status updates to senior leadership and executives and in related status meetings through reports, dashboards, and presentations

Provide deep Subject Matter Expertise (SME) support in data

Identify common patterns and document best practices for technical integration

Provides technical and analytical support to database development, data migration, and data validation efforts

Coordinates definition and implementation of processes for determining authoritative sources for VA data elements and enforcing all data management rules for systems/applications that use, replicate and/or update the source data.

Supports the Interoperability Maturity Assessment team in conducting interoperability maturity assessment for VAIL approved use cases. This requires interviewing business owners, points of contacts, providing feedback to management and business owners, reviewing artifacts, scoring and justification, development of roadmaps, providing inputs to infographics, and development of the VAIR contents.

As needed, conducts special studies and analyses for the OTI Director and/or Chief Interoperability and Veteran Access Officer that has national impact and priority and receive Congressional and media attention.

Provides technical expertise for technical integration of IT system solutions to VA leadership/senior managers or their designated representatives. This will include developing presentations or white papers to clarify issues concerned with product integration. Makes recommendation to higher managements

Position Requirements

Master’s degree in a technical, engineering, or scientific discipline

10+ years of equivalent business or technology experience is required

Ability to build and maintain strong relationships at various levels, both inside and outside an organization

Prior experience implementing enterprise data architectures

Experience leading technical integration conversations, workshops and workstreams consensus/conclusions/actions focused on data

Excellent oral and written communication skills including the ability to translate and transform complex topics into concise enterprise data architecture diagrams and presentations.

8+ years of Enterprise Data Architecture experience in a large complex data ecosystem

VA enterprise/corporate data experience, such as the Corporate Data Warehouse (CDW).

Knowledge of VA corporate business processes, data standards, and enterprise architecture standards tools and technologies.

Preferred Qualifications:

Prior VA experience in an Enterprise Data Architect role

Experience with system development lifecycle methodology
