Job Summary: Provides overall leadership and strategic direction for an Information Technology (IT) team that supports the ongoing maintenance and delivery of assigned IT Business Applications and Systems, oversees the implementation of upgrades and new modules, and drives continuous improvement to business processes and business results based on the capability of the applications.

Duties and Responsibilities: Incumbents of this position must be U.S. Citizens.
  • Develops, maintains and executes divisional operating budgets in support of the assigned applications.
  • Provide leadership, vision and direction to the applications organization to ensure it will contribute to the company achieving its goals.
  • Work with VP of IT Applications and other IT leaders to develop overall IT strategy in the context of the business strategy.
  • Develop productive relationships with business leaders across the organization to influence how applications can enable new sources of value.
  • Manage applications group personnel, developing their skills and capabilities to meet the needs of the organization, as well as building on existing recruiting capabilities to address new needs and skills gaps.
  • Implement and manage application life cycle management status reporting, metrics and benchmarks.
  • Manage relationships with major vendors and service providers to ensure they cost-effectively meet the needs of the organization.
  • Oversee support activities in conjunction with infrastructure and operations to ensure the applications perform well in production.
  • Working with the chief information security officer (CISO) to ensure that the organization's applications are effectively secured and that risks are mitigated
  • Supervise a technical staff. Direct assignments, answer questions, complete work performance reviews, approve leave and determine training requirements.
  • Ensure VP of IT Applications is kept apprised of all Application related issues.

  • Cybersecurity Workforce Certifications (CSWF jobs):
  • SECNAV M5239.2, DoN, Cyberspace Information Technology (Cyber IT) And Cybersecurity Workforce (CSWF) Management and Qualification Manual requires incumbents of this position to possess, or and maintain current, one of the following credentials:
  • Certifications: A Certified Information System Manager (CISM), Certified Information Systems Security Professional (CISSP), or GIAC Security Leadership Certification (GSLC), or ITIL Master Certification, or Program Management Professional (PgMP), or Project Management Professional (PMP). NEXCOM preferred certification is GSLC
  • Candidates without the required Certification may be placed into this job, but must obtain the required Certification within 6 months of appointment; failure to obtain this requirement will result in termination of employment.
  • This position is designated Critical Sensitive (CS) in accordance with SECNAVINST 5510.30C and will require a favorable Tier 5 (T5) Background Investigation.
  • Candidates must be eligible for and obtain a Top Secret Clearance, within 6 months of appointment. Failure to obtain will result in termination.
  • Successful completion of a preemployment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the
  • scheduled drug test appointment. Incumbents of drug testing designated positions will be subject to random testing. Drug test results will be provided to the
  • employing activity/command.
The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required.Qualified candidates must be U.S. Citizens.

GENERAL EXPERIENCE: A minimum of 3 years' experience in administrative, technical or investigative work, in the Information Technology field; managerial, professional, technical, or other responsible work that demonstrates possession of abilities and aptitudes to perform IT infrastructure management.

OR

EDUCATION: A Graduate Degree in an IT Discipline from a Department of Education accredited University

OR

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of related academic study above the high school level may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor's degree for 3 years of general experience.

AND

SPECIALIZED EXPERIENCE: 7 years of progressively responsible experience in a large retail IT environment that included management and/or supervisory oversight responsibility for implementation of upgrades and new modules for assigned business applications designed to improve business processes; Software Development Life Cycle (SDLC), contract and budget management experience.
