Job Introduction

The candidate will provide subject matter expertise to the Director, Enterprise Architect and Capabilities Office (EACO) and support to senior-level leadership within the Office of the Deputy Chief Information Officer, Special Access Programs Information Technology (DCIO SAP IT).

Candidate must be able to provide strategic advice, counsel, and sound recommendations to support and defend policy decisions, synchronize investments, and drive actionable outcomes. The candidate will help create, define, and evolve the "as-is" and "to-be" reference architecture for the DoD SAP IT.

The candidate will provide a framework to determine and mature reference architecture against existing data designs. Also, provide Reference Architecture services and perform architecture reviews, ensuring the compliance of design and meta-data standards.

Job Responsibilities:

• Identify and provide useful guidance and recommendation(s) to the development and use of Reference Architecture as a tool to guide and constrain architecture and solution development across the compartmented IT ecosystem • Work collaboratively to assist with the development of cyber security architecture and designs of enterprise IT Commercial off-the-shelf (COTS) security solutions into geographically discrete data centers.• Assist with aligning departmental objectives and requirements to support decision-making pertaining to investments across the compartmented IT ecosystem• Compile and provide the necessary level of technical standards/ rules to direct the development of repeatable standardized, interoperable, and consistent solutions/ implementations across compartmented • Conduct design and discovery workshops with multiple stakeholders.• Produce solutions that balance business requirements with information and cyber security requirements.• Classify design gaps in existing and proposed architectures and endorse changes or enhancements.• Confirm the mapping of data elements provided by COTS products to the Logical Data Model.• Lead and/or support the development of solution product costs for procurement.• Partner internally to develop strategic architecture, engineering, and systems integration plans.• Deliver reporting and feedback to senior leadership as required.• Document, manage, and report on project risks and opportunities.

Required Skills:• 10+ years of experience working in support of DoD programs • 5+ years of DoD Information Technology Experience• 5+ years of IT Reference Architecture Experience • 3+ years of supporting policy development and requirements generation• Must have top secret clearance with SCI access "TS/SCI"• Bachelor's degree

Desired Skills: • Experience implementing multiple types of technical solutions using COTS solutions in complex and heterogeneous IT data centers and commercial cloud providers.• Experience in architecting, designing, engineering, integrating and configuration • Understanding of two or more of these IT/Security functions; identity and access management, networking, and system engineering and application development.• Led Reference Architecture IT solution activities from cradle to grave.• Must be able to speak to emerging Cybersecurity, Cloud, or other IT technology trends.• Experience collaborating with Agencies to mature operational processes, reduce redundancies, and develop innovative solutions.• Experience understanding organizational needs, proposing solutions, and managing project execution efforts designed to deliver overall program benefits for Government Agencies.• Experience collaborating with US Government Agencies and commercial entities to develop IT service program maturity in accordance with Federal IT mandates and best practices.• Experience in conducting assessments of an Enterprise by reviewing technical documentation, conducting interviews and workshops to identify gaps and developing tailored solutions is highly desired.• Demonstrated experience in security solution design using existing and emerging technologies to achieve enterprise solutions.• Microsoft Applications (Word, PowerPoint, Excel)• JIRA and iServer• Rational/System Architect, Cameo/NoMagic, EA-SPARX, METIS, Netviz, KnowledgeWare IEW, IEF, ERwin, Jackbe Mashup Platform, EXCELERATOR, PRISM; ADW, DATAMANAGER, Visio, Platinum Repository, KisMeta; SQL, Visual Basic, Delphi/Pascal, R, Java, Ruby on Rails, C and older tools including NATURAL, OLIVER, ADS/O, M204 User Language, QUEL, PROLOG, SPSS, PL/1, Fortran, COBOL, Python

Pay Transparency

Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards.
