GIS Systems AnalystRichmond, VA Need Locals to VA 100% Remote Job Summary Works independently depending on the level of experience on the most complex projects, at the highest technical level, of all phases of applications systems analysis activities. Formulates or defines system scope and objectives, based on user needs. Devises or modifies procedures to solve complex problems, considering computer capacity and limitations, operating time, and desired results. Works with multiple business units, in multi-platform environments, on multi-project assignments. Senior and Specialist level guides and advises less experienced Systems Analysts. Monitored on projects' progress and results. Errors may cause delay, expense, and disruption.Perform other duties as requested or assigned.Specialist Level-highest proficiency level in series.(Mastery of the subject matter or diversified knowledge of principles and practice in broad areas of assignments and related fields)- Able to handle the most complex work and all aspects of the job using wide knowledge of the field and mastery (advanced knowledge, skill and/or abilities that provides subject matter authority and superior command in a particular job) of the subject matter
- May provide input in setting objectives and policy, identifying critical issues and introducing new concepts
- Makes decisions independently
- Provides assistance, advice, and solutions to peers, customers, and co-workers
- Identifies and implements better work alternatives and business processes
- Conducts system design and business information flow studies
- Develops technical specifications, system use cases, and wireframes. Conducts unit, system, and integration testing
- Support of applications and infrastructure in both Windows and Linux environments.
- Responsible for working in multi-platform server environments on multi-project assignments.
- Maintains and manages defects list, remediation, and testing

- Knowledge of GIS web application development using ArcGIS Server JavaScript APIs with web development technologies such as HTML5, XML, CSS3, Ajax, DOJO, JQuery, JavaScript, REST, and SOAP/XML Web Services
- Ability to be productive with little direction (except at the Associate level)
- Training and leadership skills to lead and mentor less experienced analysts
- Excellent analytical, problem-solving skills and documentation skills
- Estimate work efforts
- Ability to work well with Project Manager and peers to complete work

Education (Minimum Requirements)Education Level:- Masters degree with a minimum 4 years of development and/or systems analysis experience on medium to large-scale projects OR
- Bachelors degree with a minimum 5 years of development and/or systems analysis experience on medium to large-scale projects OR
- Associates degree with a minimum 7 years of development and/or systems analysis experience on medium to large-scale projects OR
- High school diploma or GED with a minimum 9 years of development and/or systems analysis experience on medium to large-scale projects
