The primary purpose of this job is to supervise a manager or assistant manager along with potential other staff to develop and lead operational processes in cash and liquidity risk management, manage and implement mid-office operations for investment and derivatives trading, represent Treasury in cross-functional projects, and provide Treasury support services to internal/external stakeholders.ResponsibilitiesReasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Liquidity and Corporate Cash Management

Maximize PenFed’s liquidity position by actively managing all of PenFed’s lendable collateral, ensuring all available collateral is being utilized.

Manage the monthly collateral pledging processes to include reviewing and transmitting loan files to the Federal Reserve Bank and the Federal Home Loan Bank.

Manage and implement daily cash management wires and activities, verify and approve corporate wires up to assigned limit.

Monitor cash levels to ensure optimal cash position in balance sheet.

Maintain and track usage of liquidity sources by performing monthly reporting, periodic line testing, and annual certification.

Develop and set up new processes for new funding programs to support balance sheet growth.

Oversee banking and financial institution relationships including proper maintenance of signors’ list, authority limits and related documentations to ensure uninterrupted operations.

Mid-Office and Settlement Management

Manage and implement mid-office operations for investment and derivatives trading transactions.

Manage daily cash collateral margin calls.

Develop new settlement procedures to support new trading methods.

Onboard new brokers/dealers for investment and derivatives trading including the review and implementation of legal documentations.

Maintain/update PenFed’s list of approved brokers/dealers and perform annual due diligence.

Cross-Departmental and External PenFed Representation

Follow the policy-driven processes to nominate, implement, and periodically re-certify Assistant Treasurers/Wire Approvers for all of PenFed’s Financial Centers, Service Centers, and Mortgage Operations.

Manage deposit rate change process by updating Rate Sheets and ensuring any deposit rate changes are entered accurately in core system.

Represent Treasury as Point of Contact in business continuity and other enterprise-wide risk management efforts.

Review/update Treasury Policies & Procedures and identify/implement tasks required to ensure operational compliance. Review operational risks and identify mitigation strategies.

QualificationsEquivalent combination of education and experience is considered.

Bachelor’s Degree in accounting, economics, finance, statistics or related field required.

Minimum of ten (10) years of experience in a financial services organizations required.

Minimum of two (2) years of direct management experience required.

Supervisory ResponsibilityThis position will supervise employees. Licenses and CertificationsCertified Treasury Professional (CTP) or similar qualification preferred.
