IT Service Strategist

Job Description

Successful candidates will demonstrate proficiency in developing strategic plans as well as providing advisory services and technical expertise to digital transformation and modernization initiatives leveraging a variety of enterprise shared common service platforms and technologies. Candidates will have demonstrable experience envisioning, leading, and presenting innovative solutions to senior leadership, system owners, and development teams. Candidates must be able to work without considerable direction and have experience mentoring and overseeing Agency digital modernization initiatives. Candidates must possess excellent communication, writing, and presentation skills. Candidates shall demonstrate the ability to communicate, coordinate, develop strategies, and organize initiatives across diverse teams to include system owners, functional proponents, platform teams, and senior Government leadership.

Qualifications:

  • 5 years of experience with the development of an enterprise IT strategic plan and business strategy to improve and modernize IT service management, capabilities, and delivery.
  • Strong knowledge of Agile methodology with familiarity with various stakeholders to understand required business capabilities, generation of requirements, creating user stories with acceptance criteria, working with development teams to design and develop innovative solutions that reduce technical debt to the Agency.
  • Possess excellent communications, collaboration, writing, and presentation skills to effectively present strategies and innovative solutions to stakeholders and senior leadership.
  • Be proficient in the development of presentations, workbooks, project schedules, and other documents or artifacts using industry standard Microsoft Office tools such as PowerPoint, Excel, Visio, and Project.
  • Experience with IT architectural paradigms and concepts utilizing modern technologies and platforms.
  • Experience with and ability to analyze, manage, and maintain complex level 3 project plans.
  • Demonstrable skills and ability to quickly learn and understand how emerging technology solutions and patterns can be leveraged to solve complex IT problems.
  • Ability to identify, manage, and implement risk mitigations associated with digital transformation initiatives.

Typical Duties/Abilities:

  • Developing comprehensive strategic modernization plans and presentations to support various digital transformation and modernization initiatives.
  • Communicating strategies, approaches, and comprehensive presentations for senior leadership, system owners, and other team members.
  • Identifying and managing project risks associated with modernization initiatives.
  • Developing, tracking, maintaining, and communicating level 3 project schedules with cross-organizational stakeholders such as functional process owners, system owners, development teams, and others.

Soft Skills:

  • Experience working with various SDLC methodologies (Agile Scrum, waterfall, etc.) and cross-functional teams (Product Owners, Scrum Masters, Developers, Designers, Business Analysts)
  • Strong communication and collaboration skills with a track record of taking solution ownership and operating independently.
  • Communication skills key! Demonstrate an ability to effectively communicate with leadership and key stakeholders.
  • Ability to articulate and bring about consensus on strategies, digital modernization plans, requirements, and modernization designs.

Education/Certifications:

  • BS degree in Information Technology or another related technical discipline
  • Security + Certification (Desired)
