Req ID: RQ173219Type of Requisition: RegularClearance Level Must Be Able to Obtain: SecretJob Family: Technical DocumentationSkills:Communication,IT Documentation,Knowledge Management,Technical Documents,Technical WritingExperience:6 + years of related experienceUS Citizenship Required:YesJob Description:Knowledge Management Specialist / Technical Writer – NAVSUP OISSECRET CLEARANCE REQUIREDOverview/ Job Responsibilities:GDIT is looking for a Knowledge Management Specialist / Technical Writer for the Naval Supply Systems Command (NAVSUP) Ordnance Information System (OIS) program to provide technical expertise on a mission-critical program whose purpose is to develop, modernize, enhance, operate, and maintain technical documentation for OIS mission critical systems.The successful candidate’s role will be split 50/50 between Knowledge Management and Technical Writing tasks. The candidate will provide knowledge management, process improvement expertise, and technical writing support. The candidate will be responsible for coordinating the knowledge management system (KMS), including developing and implementing knowledge management processes and procedures, and providing guidance and training to personnel on the KMS.The Program is based in Mechanicsburg, PA, and Yorktown, VA, so working hours are EST. This can be a remote position but must be within CONUS.Primary Responsibilities:

Spearheading an assessment of existing customer Knowledge Management practices and the as-is environment

Develop a comprehensive knowledge management strategy aligned with the organization's goals and objectives

Establish and maintain a centralized knowledge management system for knowledge assets, including documents, databases, and multimedia content

Define and implement knowledge taxonomy/ontology and meta-data tagging systems to organize and categorize knowledge assets ensuring consistency and accuracy in knowledge classification

Implement efficient search and retrieval mechanisms to access knowledge

Lead discovery of current knowledge artifacts, systems, and architecture

Work with subject matter experts to identify, capture, and document tacit and explicit knowledge

Facilitate knowledge creation through workshops, interviews, and collaboration platforms

Collaborate with cross-functional teams, including engineers, developers, and subject matter experts, to understand and develop high-quality technical documentation including technical requirements documents, system design documents, deployment processes, user guides, installation guides, policies, standard operating procedures, and training materials

Organize and present technical information in a clear and concise manner, tailored to the intended audience (developers, end-users, stakeholders, etc.).

Ensure documentation adheres to established style guides, standards, and templates, and maintain a consistent writing style across various materials

Research, gather, and synthesize information from multiple sources to create comprehensive technical documentation for complex systems, technologies, and processes

Keep up-to-date with the latest technologies, industry trends, and best practices in DevSecOps and technical writing, and apply this knowledge to enhance the quality and effectiveness of documentation

Identify opportunities for process improvements and automation to streamline the documentation creation and maintenance process

Minimum Qualifications:

Must have DOD Secret level clearance to start

BA/BS and 6+ years of prior relevant experience

Proven experience as a Knowledge Management (KM) Specialist and as a Technical Writer, preferably in a DevSecOps or similar technology-focused environment.

Experience with business process design and content strategy

Experience establishing new knowledge management policies

Experience creating and managing knowledge management processes

Successful track record of providing direction and guidance to technical staff responsible for building and or configuring a KM Repository using platforms such as SharePoint and GitLab

Proficient in M365 environments specifically relating to SharePoint Online and Microsoft Teams

Must have an understanding of Modern SharePoint functionality and applying customizations through web parts, permissions and version control

Excellent written and verbal communication skills, with the ability to effectively translate complex technical information into clear, concise, and user-friendly documentation

Strong attention to detail, with the ability to consistently deliver high-quality documentation on time

Strong project management, problem-solving, and critical-thinking skills, with the ability to quickly grasp and explain complex technical concepts

Strong collaboration and interpersonal skills, with the ability to work effectively in a team-oriented, customer-focused environment

Must be a self-starter, strong leader, and have the ability to work independently with little supervision

Qualifications:

Proficiency in documenting complex technical concepts and procedures for a diverse audience, including both technical and non-technical stakeholders.

Solid understanding of DevSecOps principles, practices, and tools, including CI/CD pipelines, automation, and cloud technologies.

Familiarity with documentation tools and technologies, such as Confluence, Markdown, GitLab, and version control systems.

Familiarity with federal government security requirements and compliance standards.

Ability to work in a fast-paced, agile environment, managing multiple projects and priorities simultaneously.

Navy experience preferred
