Job Summary: Responsible for leading associates responsible for developing, maintaining and troubleshooting enterprise-wide Oracle-based application systems utilizing SQL Oracle development tools and C programming languages.

Duties and Responsibilities: - Leads associates engaged in the following: - Support all testing activities - Perform intensive application systems analysis to define the technical design of Oracle-based application systems. This includes program specifications, file descriptions, screen designs, record layouts, report layouts and workflows. - Ensure compliance with Configuration Management standards and guidelines. - Provide technical support to system analysts and administrators. - Develop, compile and debug program code according to design specifications. - Participate in design reviews with system analysts and end users. - Adhere to standard development processes, guidelines, and procedures. - Provide technical support for application issues working with system analysts. - -Ensure/implement the rigorous application of Information Security/Information Assurance policies, principles, and practices in the delivery of Systems, Applications and/or Services (Hardware & Software). - Performs other related duties as assigned. Information Assurance Workforce Certifications (IAM1 jobs): SECNAV M-5239.2, DoN, Information Assurance (IA) Workforce Manual requires incumbents of this position to possess, and maintain current, one of the following Certifications: GIAC Information Security Fundamentals (GISF), GIAC Security Leadership Certification (GSLC), Security , or one of the following higher-level certifications: Certified Information Security Manager (CISM), Certified Information Systems Security Professional (CISSP), NEXCOM preferred certification is Security

Qualified candidates must be U.S. Citizens. EXPERIENCE CONSISTING OF THE FOLLOWING

GENERAL EXPERIENCE 3 years experience in administrative technical or investigative work which demonstrated the ability and aptitudes required to perform technical managerial or analytical work involving management information systems.

OR SUBSTITUTION OF EXPERIENCE FOR EDUCATION One year of related academic study above the high school level may be substituted for 9 months of experience up to a maximum of a 4 year bachelor s degree for 3 years of general experience.

AND SPECIALIZED EXPERIENCE: Minimum 3 years of progressive experience in the following: >Programming experience in the required programming languages >Software engineering in a retail environment >Application security, software change control and configuration management >Web based application standards, programming languages, and security to include PKI and digital certificate implementations >Programming techniques and application architectures of enterprise COTS application environments >Standard systems development tools and methodologies >Proficiency in Java, Perl, Javascript, XML, SQL, Oracle forms and tools. Applicants must possess effective customer relationship and project management skills and the ability to understand core business objectives and processes and have the ability to understand, and clearly relate to other members of the organization, technical manuals, software specifications, hardware principals of operation, and software development methodologies and techniques. Demonstrated ability to understand and translate business functional requirements into detailed system specifications.

Conditions of employment: Candidates without the required certification may be placed into this job, but must obtain the required certification within 6 months of appointment; failure to obtain this requirement will result in termination of employment. This position is designated IT-1 (Critical - Sensitive) in accordance with SECNAV M-5510.30 and will require a favorable Single Scope Background Investigation (SSBI). Candidates must be eligible for and obtain a Secret Clearance, within 6 months of appointment. Failure to obtain will result in termination.
