DescriptionSAIC is hiring a Legislative Advisor to provide strategic advice and responses to Congressional, Inspector General (IG), and Government Accountability Office (GAO) requires for the DoD’s Office of Strategic Capital (OSC) within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).This position is hybrid with on site work located in Arlington, VA .Job Duties Include:

Maintain open communication and establishing close working relationships with the OUSD(R&E) Directors, Deputy Directors, Assistant Directors, OUSD(R&E) Staff Principals, OSD Legislative Affairs (OSD(LA)), USD Comptroller Budget Affairs and Activity (BAA) Office, Joint Chiefs of Staff (JCS) Legislative Liaison, and legislative liaison offices of the Military Services.

Work with OSD(LA) to lead OSC wide coordination of Congressional engagements on strategic issues within the OSC portfolio.

Monitor, develop, and deliver reports and briefings for DoD Senior Leadership and members of Congress.

Research and develop responses to Congressional requests for information (RFIs).

Analyze Congressional bills and reports and provide detailed responses to legislative actions within the portfolio.

Maintain records on past and present actions to provide written responses to GAI, IG, and Congressional requests.

Prepare draft legislation for Congressional consideration.

QualificationsRequired Education and Experience:

Bachelor’s Degree with 6 years of experience or Master’s degree with 4 years of experience.

At least 2 years experience working on the Hill or with Congressional Staff.

Required Clearance:

No clearance required to start. Ability o obtain and maintain a Secret clearance required to maintain employment.

US citizenship required.

Required Qualifications:

Experience developing and writing Congressional actions including legislative proposals, Congressional reports and language, and Congressional briefings.

Experience interacting directly with Congressional staff.

Excellent written and oral communication skills.

Advanced skills with MS Office tools, particularly Word, Excel, and Teams.

Desired Qualifications:

Experience in DoD preferred.

Prior support to senior-level OSD personnel.

Knowledge of Correspondence and Task Management System (CATMS), Congressional Hearings and Reporting Requirements Tracking System (CHARRTS), DoD Directives Portal, Congressional Quarterly (CQ), RollCall, Early Bird, and OLC online products.

Current role working with Congress.
