Military Sealift Command (MSC) operates ships for the Armed Forces and other agencies. These ships are operated by US Coast Guard (USCG) licensed Merchant Mariners and maintained to commercial standards. Ships are both Government Owned-Government Operated (GOGO) or Government Owned-Contractor Operated (GOCO). MSC follows the commercial model for their policy system using a Quality Management System (QMS) ashore and a Safety Management System (SMS) afloat and following the International Maritime Organization (IMO), the American Bureau of Shipping (ABS), and USCG regulations.
  • Support engineering life cycle management engineering and planning for assigned Military Sealift Command (MSC) ships including the development of long range (5-30 year) plans for maintenance, operation, repair, and support of TRANSALT.
  • Provide on-site ship availability program management (PM) and technical support to Military Sealift Command (MSC) vessels.
  • Contractor shall work with the Availability Management Team (AMT) to accomplish the specific tasks for assigned work items.
  • Assist in observing and verification and reporting on engineering requirements associated with the maintenance, repair and modification of the vessel. Provide all observations, reports and recommendations to the Principal Port Engineer (PPE).
  • Provide technical services for engineering development and documentation. Technical services shall include engineering support in areas of naval architecture, electrical engineering, mechanical engineering and marine engineering. Work packages and studies will be conducted to support vessels and upcoming availabilities and will provide replacement and repair solutions and upgrades or improvements.

Place of Performance
  • When assigned supporting the Life Cycle Management Division Director, Engineering Type Desk and Principal Port Engineer (PPE), work will be performed from the contractor's facility or remote work locations.
  • When assigned to a ship availability, the contactor will work in AMT office space at the assigned shipyard or in some cases for engineering work from contractor's facility
