Job Summary: Manages IT associates responsible for supporting a number of diverse application systems across multiple subsets of functional business areas within the Enterprise, to include, but not limited to: Merchandise Systems, E-Business, Distribution Systems, Store Systems, Point of Sale (POS), Financial Systems, Client Computing, Human Capital Applications, Hospitality/Property Management, EDI, RIB Services and Release Management etc. Respective teams are responsible for the operational maintenance, support, information assurance, and lifecycle management of line-of-business applications within their area of responsibility as well as the implementation of new application features and upgrades.

Duties and Responsibilities: Incumbents of this position must be U.S. Citizens. - Serves as a first-line management escalation point for technical issues within the area of responsibility. - Supervises a technical staff comprised of supervisors and primarily individual contributors. Directs assignments, answers questions provides technical guidance and input. Completes work performance reviews, approves and monitors leave, and determines staffing and training plans. - Allocates appropriate resources to operations as well as project efforts in support of business priorities. - Enforces release management standards, policies, and procedures. - Implements IT processes ensuring adherence to department and organizational policies and guidelines. - Performs project management tasks for all projects where a PMO project manager is not assigned. - Prioritizes work within the area of responsibility according to departmental priorities. - Assists NEXCOM HQ, Code K, and Corporate Contract with IT procurement efforts, including acting as a Contracting Officer Representative (COR) or Alternative Contracting Officer Representative (ACOR). - Manages day-to-day vendor engagement within the scope of contracts. - Works with senior IT leadership to develop and execute budget(s) in support of their area of responsibility. - Implements the rigorous application of Information Security/Information Assurance policies, principles, and practices in the delivery of Systems, Applications, and/or Services (Hardware & Software). - Communicates in a timely and effective manner with technical and business stakeholders. - Cultivates and develops subject matter experts (SMEs) within their area of responsibility. - Provides accurate and timely feedback to Director, Applications on all items within their respective area of responsibility. Performs other related duties as assigned.

Conditions of Employment: Information Assurance Workforce Certifications (IAM1 jobs):
  • SECNAV M-5239.2, DoN, Information Assurance (IA) Workforce Manual requires incumbents of this position to possess, and maintain current, one of the following Certifications:
  • ISC Certified Authorization Professional (CAP), GIAC Security Leadership Certification (GSLC), Security , or one of the following higher-level certifications:
  • Certified Information Security Manager (CISM), Certified Information Systems Security Professional (CISSP)
  • NEXCOM preferred certification is Security
Candidates without the required certification may be placed into this job, but must obtain the required certification within 6 months of appointment; failure to obtain this requirement will result in termination of employment. This position is designated IT-1 (Critical - Sensitive) in accordance with SECNAV M-5510.30 and will require a favorable Single Scope Background Investigation (SSBI). Candidates must be eligible for and obtain a Secret Clearance, within 6 months of appointment. Failure to obtain such will result in termination.

Requires a total of 5- 8 years of experience as outlined below.

GENERAL EXPERIENCE: Three (3) years experience in administrative, technical or investigative work, which demonstrated the ability and aptitudes required to perform technical, managerial, and analytical work involving management of information systems personnel in support of various line-of-business applications.

OR SUBSTITUTION OF EXPERIENCE FOR EDUCATION: One year of related academic study above the high school level may be substituted for 9 months of experience up to a maximum of a 4-year bachelor's degree in Information Technology or related major for 3 years of general experience.

AND SPECIALIZED EXPERIENCE: Five (5) years of progressively responsible experience in an IT environment that included management and/or supervisory oversight responsibility for the implementation, support, upgrades, and new modules of the line of business applications (examples include, Merchandising, WMS/Supply Chain, ERP, CRM, OE, eCommerce, Point of Sale (POS), Business Intelligence (BI) , Financial, Human Capital, EDI, Hospitality/Property Management, etc.) including: - Two (2) years of demonstrated hands-on experience managing complex IT projects, including planning, design, implementation, and monitoring; - Two (2) years of experience managing and coaching individual contributors; - Experience with the Software Development Life Cycle (SDLC) - Experience leading technical projects - Experience in creating staff development and training plans - Experience providing day-to-day operational support of applications in one or more business units
