Northrop Grumman's Chief Information Office is seeking a Software Development Manager to lead a team of approximately 20 software developers. The qualified applicant will be responsible for managing and mentoring the each professional and ensuring successful completion of their statement of work as well as collaborating with sectors, business process owners, PMO leaders, and other key stakeholders to build, deploy and maintain a broad portfolio of capabilities based on ongoing and emerging customer needs. They will also shape the future direction of application development strategies and corresponding technology roadmaps. The successful candidate will have a strong technical background in full stack development, stay up to date on current technology trends and possess effective interpersonal and communication skills, problem solving abilities, and innovative thought leadership.

Roles and Responsibilities:
  • Meet business needs by managing a team of professional software developers to consistently deliver quality solutions on time and within budget and scope
  • Continue the ongoing organizational transformation of implementing Agile, DevSecOps, and automation wherever possible
  • Actively drive the development life cycle from requirements analysis, feasibility estimates, design, code, documentation, testing, implementation, and support
  • Oversee the development process using industry best practices
  • Design reviews, code reviews, development and mentoring of software development managers and professionals
  • Manage multiple tasks and responsibilities; excelling at pinpointing and resolving problems in early project stages to avoid cost/time expenses
  • Ensure appropriate security controls are built into all applications
  • Contribute to the development, implementation, and maintenance of appropriate technology roadmaps
Basic Qualifications:

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Bachelor's Degree with 8+ years of relevant professional experience or Master's degree with 6+ years of relevant experience. In lieu of education, 12+ years of related experience will be considered.
  • Demonstrated ability to independently prioritize, plan, and execute work tasks in a rapidly changing, fast-paced environment while maintaining high quality results
  • Demonstrated ability to drive a culture of quality and personal accountability through an organization
  • Experience leading in a matrixed environment
  • Experience leading a virtual workforce
  • Working knowledge of Agile methodology including SAFe, Scrum, Kanban.
  • Strong verbal and written communication skills and the ability to work equally well in self-managed and team-based Agile/Scrum projects.
  • Ability to obtain and maintain a US Security Clearance
Preferred Qualifications:

Candidates with these desired skills will be given preferential consideration:
  • Bachelor's or Master's degree in Computer Science, Information Systems or relevant discipline
  • Experience with multiple web-based technology stacks including .Net (Framework, Core & v5+), Java, Python
  • Knowledge of key technical trends including, but not limited to:
    • Kubernetes and containers
    • API design/management
    • Full stack versus LC/NC development scenarios
    • Cloud (AWS, Azure)
    • Application modernization
    • Modern authentication (OAuth, SAML)
  • Relevant Agile certifications (SAFe, SCRUM, etc.)
  • Experience developing and leading high performing teams

Salary Range: $130,500 USD - $195,700 USD Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
