About the Opportunity

The Procurement Technology Manager is responsible for managing employees in the areas focused on managing the business of national procurement; manages the oversight of areas including: planning, analysis, reporting, establishing policies and processes for effectively managing procurement resources, service design, testing, support and contingency; and supports the implementation of department plans and assists in controlling resources and policy information in the procurement area. NPO has facilitated procurement efforts on behalf of the Federal Reserve System - overseeing national contracts for the goods and services the System needs. We engage with national business leaders and the Districts to maximize cost benefits across the entire System. Serving as a value-generating support partner, we align with customers' business objectives to enhance their business line capabilities, reduce vendor risk, and improve system value. The position reports to the Procurement Technology Senior Manager.

What You Will Do:
  • Advanced analytical, planning, and organizational skills required to direct and lead staff
  • Expertise in problem solving, creativity and innovation
  • Proven leadership, management or supervisory experience
  • Broad and deep technical knowledge of, and ability to interpret and apply, Federal Reserve policies and procedures, as well as any industry standards
  • Proven experience setting and delivering results on strategic direction
  • Demonstrated ability to navigate complex multi-function organizations consisting of customers with differing objectives and goals
  • Ability and willingness to collaborate and share information, knowledge and ideas with the NPO and ESO leadership teams
  • Ability to represent the Federal Reserve System with external consultants, companies, etc.
  • Experience championing training, learning and development of the team by leveraging both internal external training mechanisms
  • Knowledge of industry trends and best practices
  • Provide oversight of the activities of those responsible for ensuring that all work is performed in adherence to accepted industry standards and regulations
  • Develop and provide training to System Procurement & Suppliers

Qualifications:
  • Minimum 7 years of relevant functional work experience
  • Minimum 3 years of management or supervisory experience
  • Bachelor's degree or equivalent experience, Master's degree preferred

  • The hiring range for the Procurement Technology Manager is $102,900 - $128,600, annually.
