Program Manager to work in our

Crystal City, VA office.

Job Description: Qualified candidate will serve as the Governments primary Program Manager (PM)/Contract Point of Contact (POC) to provide overall leadership and guidance to all contractor personnel assigned to the contract task. The PM will also serve as the liaison between government client leader, their respective Program Managers, Team Leads and government specialists and other external company contractors that perform duties within the Unit employees performing tangential activities. This includes serving as the Scrum Master, task management, working with each on special project assignments, and when needed, providing training and other related guidance to ensure mission accomplishment. The PM will manage one Task Orders consisting of over 20+ data scientists, developers, and engineers performing various high-profile assessments as assigned. The PM will be responsible for all contract administrative tasks, time sheet tracking, submission of contractual deliverables, and ensuring work performed on program meets/exceeds activities defined in the SOW. The PM will be involved in administering the services called out above along with implementation or new services and processes. The PM will also provide life cycle management oversight with the Unit's owned services, infrastructure, and tools. The PM may represent the government at collaboration and formulation meetings, frequently presenting project roadmaps, standards and policies to peers and senior supervisors. Of utmost importance, the PM requires ability to listen to the government, effectively synthesize their tasks and effectively facilitating and implementing an action plan across cross-functional external teams. This is to include providing additional assistance to groups across the organization accessing service needs and pain points. This will require time investments understanding the benefits the team provides as well as gaps in the organization as a whole may have. The PM is ultimately responsible for the quality and efficiency of contract services and deliverables. The PM shall manage subcontractor employees and interface with their respective company Account Managers. The PM shall have the ultimate authority to commit contractor's organization and make decisions for the contractor's organization in response to Government resource assignments, tasks, process improvement, best practice implementation, issues and concerns. The PM shall be readily available to respond to Government tasks, as well as proactively alert the Government to potential contractual or programmatic issues. The PM will work with assigned ECS Director of Client Operations on staffing, contract cost, invoicing, and any other subjects needing escalation.

Required Skills:
  • Top Secret with SCI Eligibility
  • Bachelor's degree in IT field with 8 years of experience OR;
    • Master's degree in IT field with 6 years of experience.
  • Minimum 5 years' experience managing projects similar in size, scope, and complexity
  • PMP certification
  • Expert knowledge of the program management frameworks, tailoring approaches and implementing essential activities
  • Expert knowledge in scheduling resources appropriately against contract and government directed priorities, representing it within an integrated schedule and supporting documents
  • Experience with performance-based management, manpower utilization, and supervision of employees (including subcontractors) on projects like the requirements of the TO
  • Experience in managing integration across cross-functional technical teams
  • Ability to make program, business, and process changes; verifying performance improvements through metrics
  • Expertise in managing against service levels and taking action to meet or exceed each parameter
  • Demonstrated experience in achieving excellent quality assurance goals
  • Demonstrated written and verbal communication skills presenting material to senior Government officials
  • Ability to organize, direct, and manage TO operation support functions involving multiple complex and inter - related projects and / or tasks.
  • Experience managing IT contract personnel at multiple technical domains and locations.
  • Demonstrated relevant IT project management experience, including having oversight of multiple simultaneous projects.
  • Experience monitoring employee performance and productivity taking corrective action as necessary.
  • Experience maintaining and managing client relationships at high senior levels.
  • Experience ensuring conformance with program task schedules, deliverables, and cost.
  • Strong communication skills-verbal, written, listening, and presentation.
