Description The NGEN SMIT contract continues to evolve as we work with our customers to find ways we can work more collaboratively and respond quickly to their changing needs. To accomplish this, the customer has begun awarding more engineering and development work using our CLIN 300 Cost Plus Fixed Fee (CPFF) mechanism. This Program Manager will report to the NMCI Portfolio Director and will be responsible for, delivery of the CLIN 300 Project Management services, and executing a strategic CLIN 300 Project. The CLIN 300 Program Manager Is responsible for tailoring the SMIT Project Management processes to support the CPFF model and being the authority on the project management function for CPFF projects. They will serve as the resource manager for all other CLIN 300 Project Managers who provide matrixed support to the NMCI Portfolio PMs. They will personally manage the SMIT Solution Life Cycle Support (SSLCS) CLIN 300 project execution. This project is a strategic Task Order funded centrally by the Government to allow for swift contracting responses to emerging needs. Management of the project will involve both excellent CPFF project management skills, but also ability to work effectively with peer organizations in SMIT to respond quickly to achieve the customer’s goals. The NGEN-R SMIT PMO office is located in Reston, VA, but this position is able to be supported via telecommuting, with willingness to travel when necessary. PRIMARY RESPONSIBILITIES

Tailors and documents Project Management processes for CLIN 300 CPFF management.

Serves as resident expert on CPFF Project Management.

Manages team of CLIN 300 Project Managers, ensuring they are trained and have the support and tools necessary to complete their work.

Works with other Project Management Resource Managers to ensure both proposals and projects in execution are sufficiently staffed.

Manages the cost, schedule and technical performance of the SMIT Solution Life Cycle Support (SSLCS) CLIN 300

Develops strong relationship with the SSLCS Government PM and coordinates with the customer on authorization of new tasks to be completed, and escalation of any issues.

Is responsible for all status, financial and schedule reporting for the SSLCS project.

Works with peer SMIT resource managers to ensure the SSLCS project is appropriately staffed and supported as customer needs change.

BASIC QUALIFICATIONS:

Must be a U.S. citizen with BA/BS or equivalent experience and 5+ years progressively responsible experience managing and/or executing the planning, provisioning, and delivery of IT projects or Masters with 3+ years of prior relevant experience.

2+ years of experience supervising employees and leading teams to deliver consistent and accurate results for stakeholders.

Expert in delivery of project management services, with particular experience managing CPFF projects.

Very strong leadership, diplomatic and motivational skills including the ability to lead in a matrixed environment.

Ability to think strategically, solve problems effectively and tenaciously follow-through to ensure client success.

Results-oriented with strong people and time management skills, highly organized, motivated and driven to succeed.

PMP or DAIWI Certification

PREFERRED QUALIFICATIONS:

PMP Certification.

Earned Value Management experience.

Prior Navy or Marine Corps experience.
