DescriptionThe Defense Group at Leidos is seeking a Program Manager, the successful candidate will be the work for the Towed Array Intermediate Maintenance Activity (TA IMA) program and directly for the TA-IMA Program Senior Technical Representative. This position will be at one of the following TA-IMA locations; Kings Bay, GA/San Diego, CA/Virginia Beach, VA/New London, CT/Poulsbo, WA.Responsibilities
The direct supervision of nine TA-IMA site managers while providing 24/7/365 worldwide support as tasked.
The successful candidate will be responsible for the operational planning, coordination, and execution of day-to-day TA-IMA operations.
This includes the coordination of the shipping & receipt, testing/troubleshooting, repair, and waterfront support of towed array evolutions (installation, removal, and testing) of submarine and surface ship towed sonar systems.
The candidate will be responsible for ensuring facility site operations are IAW applicable NAVOSH regulations.
Responsible for coordinating subordinate employee recruitment, selection and training, performance assessments, salary, and recognition/disciplinary actions.
They will be responsible ensuring training and qualification plans and performance status of site personnel IAW TA-IMA Admin procedures.
The position requires travel as needed to attend meetings and/or to provide technical support services.
Provide reports to TA-IMA Senior Technical Representative/STR with daily status of TA-IMA evolutions, personnel and status.
Interface with various U.S Government customers
Monitor and evaluate IMA performance of site managers and their team of technicians.
Approve procurement of required equipment, supplies, and travel.
Act as the Program Manager in his/her absence; lead the team on matters of hiring, replacing, and assigning personnel; and can commit resources
Monitor day-to-day performance; oversee TA-IMA Vector site updates, CDRLs, and execution of the Pier-side and shop schedule provided by IMA site managers.
Basic Qualifications
Bachelor’s Degree with 8 years of experience in operations and management or Master's degree and 6 years of experience.12 years’ experience in operations and management while successfully providing leadership and guidance to personnel engaged in technically oriented activities of US Navy Sub and Surface towed array systems can offset the degree requirements.
A minimum of 4 years experience in supervising or leading teams or projects.
Active DoD Secret security clearance,
Familiar with US Navy organization, communications, and logistics processes.
Practical experience in the use of Microsoft Office products (2010/2013).
The ability to obtain and retain a Department of Defense security clearance at a Secret level.
Must have or be willing to obtain a US Passport.
Demonstrated ability to manage personnel in previous assignments.
Ability to cross functionally communicate with government, subcontractor, and internal Leidos stakeholders via direct contact, e-mail, phone cons, briefings, and other written products.
Ability to manage cost, schedule, and performance; document program performance in quarterly program briefings to the government and internal Leidos stakeholders; manage the development of yearly CPAR write-ups for input to the government evaluation.
Preferred Qualifications
Prior US military leadership experience at the senior NCO level.
Prior military or industrial direct operational and/or technical experience with towed sonar systems.
Experience interpreting and executing DOD contract documents and statement of work.
