Data Systems Analysts, Inc. is searching for a Project Manager for a proposal effort. This position will be funded upon award. More information will be provided at interview. Position location is at Fort Eustis, VA. DSA will provide relocation if needed for a selected candidate with the the required skillset. The Project Manager will be responsible for planning and delivering contracted services to the Army located at Fort Eustis, VA. The Project Manager will be responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects. Takes projects from original concept through final implementation. Interfaces with all areas affected by the project including end users, computer services, and client services. Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of problems. The scope of services encompasses all activities necessary to provide cloud migration, software development and integration, data management, portfolio management, Risk Management Framework (RMF), and operations and maintenance. The Program Manager should have the following experience:

  • Experience managing large IT projects / operations / systems / applications efforts for the Army or other services within the DoD.
  • Bachelor's Degree in Business, Computer Science, Information Systems or other closely related discipline and 12+ years of relevant experience OR Masters Degree and 10+ years of experience
  • Possess a PMP certification
  • Experience in managing complex tasks, including review of work products for correctness, compliance with industry 'best practices', DOD standards, and Army standards.
  • Creation of project plans and milestones, directing and implementing plans, and presenting formal project statplan briefings to Government managers.
  • Demonstrated oral and written communication skills, with experience briefing executive personnel
  • Experience with cloud migrations
  • Experience with cloud operations and maintenance
  • Experience with cybersecurity efforts and Risk Management Framework (RMF)
Desired experience includes the following:
  • Experience implementing or maintaining Army data management efforts
  • Experience implementing or maintaining Army portfolio management efforts
  • Experience implementing or maintaining Agile and DevSecOps environments
  • Experience with cloud migration inventory, assessment, migration planning efforts
  • Experience with help desk operations
Security Clearance Requirements:
  • MUST HAVE AN ACTIVE DOD SECRET CLEARANCE; this will be verified prior to interview. Therefore, s can be considered for this position.
