Job Description

HII-Mission Technologies is seeking a Construction Engineer with a multi-functional background to support our customer, the USAFE Communications Squadron. The 86th Communication Squadron facilitates the Secretary of Air Force Computer Enable Networks Mission Partner System supporting total force EUCOM/AFRICOM ISR and mission planning operations within NATO, Europe, and Africa.

The 86th Communications Squadron requires the modernization of multiple Component Enterprise Data Center (CEDC) in order to implement an agile, highly capable, and standardized computing center in order to deliver Theater ISR and Information Technology (IT) to support.

The Senior Construction Project Manager develops and supervises a wide range of construction projects from start to finish. You will organize and oversee construction designs and ensure the completion in a timely and efficient manner. The ideal candidate will have an analytical mind and great organizational skills. The goal will be to ensure all projects are delivered on time according to requirements and without exceeding budget.

This role requires support outside of the continental United States (OCONUS) and can be worked remotely

Essential Job Responsibilities

  • Maintains relationships and coordinates with client companies and subcontractors.
  • Provide cost projections and or review and validate subcontractor cost information for evaluation with the guidance of the Program Manager
  • Monitor progress, material, and subcontractor costs
  • Analyze and project in order to assist the Program Manager in analyzing and presenting the monthly Cost and financial reports
  • Monitor and record schedule progress and risk via Integrated Master Schedule
  • Coordinate construction activities with clients, inspectors, contractors, and public agencies
  • Conduct on-site observation of work, repairs, and tests as needed in order to measure and document construction activities and ensure adherence to the contract
  • Provide protection for the owner against defects and deficiencies in the work
  • Serve as liaison with contractors and customer
  • Maintain job site records of daily reports, job meeting minutes, approved drawings, and invoice requests
  • Review pay requests and verify completed work
  • General civil engineering and client services and responsibilities as assigned
  • Understand contract requirements and administer contracts effectively
  • Pro-actively, collaboratively and effectively manage the construction phase of projects
  • Follow up on issues that can impact project goals, and take the lead in arriving to a resolution effectively
  • Review the contractor's schedule and verify if progress is consistent with the schedule
  • Review the contractor's request for a change order for validity and take the lead in negotiating equitable compensation
  • Obtains and supervises outside contractors

Minimum Qualifications

  • 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
  • Renovation and new construction projects experience.
  • Multifunctional background must include experience with designs, and tests of electrical components and systems for commercial, and industrial purposes
  • Effective and adaptive written and oral communication skills, including the ability to communicate successfully with all levels of personnel from the Executive level to frontline staff
  • Ability and confidence to make recommendations for decisions
  • Knowledge of building materials, systems, and methods of construction
  • Ability to work positively with all team members
  • Basic understanding of contract law
  • Ability to exhibit and convey a sense of urgency
  • The ability for long and short-term planning
  • Ability to train subordinates
  • Ability to produce accurate and timely information and manage multiple projects concurrently

  • Clearance: Must possess and maintain a Secret level clearance.

Preferred Requirements

  • Bachelor's Degree in Civil Engineering/Construction Management
  • Understanding of physical IT Infrastructure (cabling, telecom spaces, LAN/WAN connectivity, IT integration of communication equipment, end users devices planning and deployment
  • Multifunctional background including experience with designs, and tests of electrical components and systems for commercial, and industrial purposes
  • Active Project Management Professional (PMP) certification (preferred)
  • Project management experience leading information technology
  • Ability to facilitate working sessions with large, cross-functional teams (business, contractual, technical)

Physical Requirements

Office, industrial or shipboard environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances. Lifting and moving of materials not to exceed the guidelines set for one man lift.
