Position Summary We are seeking a Spectrum Management Professional to provide direct support to the Government in the area of satellite radio frequency analysis to support: satellite program office radio spectrum management decisions, national and international regulatory issues, satellite registration and coordination, and national/international policy. The Spectrum Manager will have a background in spectrum management and RF wireless systems, familiarity with spectrum re-allocation. Qualified candidates will understand the process of developing spectrum plans and policy involving preparing analyses and position papers. The Spectrum Manager supports lead technical personnel and project managers in various technical activities related to system and technical product development.

What you will do

  • Perform static and dynamic analyses that will indicate radio frequency interference between satellite systems.
  • Provide support to program offices by attending regular tag up meetings, performing analysis and developing requirements that will ensure the regulatory compliance of satellite systems.
  • Liaise with program offices to understand program current and future requirements.
  • Be part of a team of spectrum regulatory experts aimed at protecting incumbent programs from radio frequency interference and ensuring future program compliance with national and international regulations.
  • Assist in the preparation of new national and international satellite network registrations and maintain regulatory status of existing registrations.
  • Participate in national and international regulatory meetings and conferences and provide analysis support for input into these meetings
  • Participate in coordination meetings with other satellite operators to ensure program protection requirements are met.
  • Produce written and oral reports

What you need to have

  • 5+ years of professional relevant RF spectrum management experience with Bachelor's Degree in Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Science, Math or another related technical discipline, 3 years with a Master's degree, 0 years with a PhD or JD; or HS Diploma and 9 years of relevant experience.
  • Knowledge of Satellite Communication systems (to include link budgets, general radio theory and basic orbital mechanics)
  • Familiar with MATLAB or similar tool for programming, debugging and data analysis and satellite communications analysis software STK
  • Basic understanding of programming principles to facilitate problem solving and to automate tasks
  • Familiar with national and international spectrum policies and spectrum regulatory, registration and coordination processes
  • Familiarity with the ITU Radio Regulations and U.S. regulations
  • Ability to obtain a US security clearance is required

  • TS/SCI w/CI poly preferred
  • Preferred to have a minimum of five (5) combined years of experience directly related to the field of radio frequency spectrum management
