The ERP Support Office (ESO) at the Federal Reserve Bank of Richmond is looking for a developer to add additional technical expertise and support as we accelerate our adoption of SharePoint Online, the Power Platform, and Office365.

Primary responsibilities include configuration and development of SharePoint Online sites, development of custom solutions utilizing SharePoint Online, the Microsoft Power Platform and Office365. In addition, this person will act as a subject matter expert on SharePoint Online and Power Platform for the entire 5th District, enabling team members and business partners to create, customize, deliver, and support solutions through mentoring, documentation, training, and support.

Essential Functions:
  • Work with SharePoint Online, Power Platform, and other components of the Microsoft 365 ecosystem to design, build, test, and implement solutions.
  • Develop new solutions, build reusable components, provide support and enablement to citizen developers, and promote the adoption of Office365.
  • Provide technical leadership and mentoring for other team members in an open, positive, and collaborative manner.
  • Mentor and provide technical training, information, and technical expertise to other automation and business area staff and management.
  • Develop and present technical information and expertise to business areas, ESO and IT staff, and management as necessary to encourage and enable usage and adoption of SharePoint Online and Microsoft 365.
  • Provide cross functional leadership by influencing technology decisions across the district and/or the greater Federal Reserve System.
  • Contribute to the development and implementation of Microsoft 365 Ecosystem.
  • Work with complex and diverse technologies and effectively support multiple projects, business lines and platforms.
  • Collaborate with business areas to identify application development solutions, enhance new or modified solutions, and integrate purchased or System solutions to meet business requirements.
  • Implement solutions and provide ongoing support.
  • Document, analyze, and test to resolve problems.
  • Respond to audit reviews and findings for existing applications/software.
  • Apply the appropriate software/system development life cycle methodology and collaborate with others in development work to achieve desired results.
  • Provide comprehensive technical consultations and analysis on all phases of application development and processes for diverse development platforms, computing environments.
  • Identify development opportunities with high potential return using SharePoint Online and Microsoft 365 Platforms.
  • Research, evaluate, and recommend solutions, identifies ways to reuse existing code, and design prototypes using current or emerging technologies.
  • Lead technology new development and automation projects of moderate to high complexity.
  • Understanding of site branding including the development of site definitions
  • Help others scope and define new development opportunities
  • Develop, modify, test, implement, and support applications and objects within Microsoft Azure, Power platform, SharePoint and Teams
  • Understand and implement migrations from other platforms or tenant-to-tenant
  • Act as an advisor and SharePoint/Power Platform subject matter expert to other members of the team at all levels of the organization
  • Create/modify documentation on SharePoint/Power Platform solutions in our client's environment.
  • Implement solutions through the creation of new forms, entities, workflow, and reports
  • Integrate the solution with other 3rd-party components as necessary
  • Develop in SharePoint designer for the ESO Site.
  • Assisting with program management, post implementation reviews, project status, and systems development/implementation assessments.
  • Creating, updating and delivering documentation for best practice recommendations. Documents are technical manuals, user guides, and/or operational guides.
  • Perform other duties as assigned.

Qualifications
  • Bachelor's degree or equivalent combination of education and experience; major or coursework in Computer Science or Management Information Systems (MIS) preferred.
  • Minimum 4 years of practical experience in application development using SharePoint, SharePoint Online, Power Platform or similar technologies required.
  • 2 years' experience in PowerApps and PowerBI
  • Proven technical competence in SharePoint Online development and configuration including DAX, JSON, JavaScript, and CSS required.
  • In depth understanding and practical experience configuring SharePoint permission/security architecture required.

Preferred Skills:
  • Experience in information assurance, security management, security policy, security architectures, identity management, access control solutions, and/or enterprise application integration.
  • Must possess excellent written and oral communication skills; ability to communicate and collaborate effectively across the team and with leadership.
  • Must possess strong problem-solving and analytical skills combined with creative thinking and ability to work on abstract concepts.
  • Experience working as part of a team environment required.
  • Proficiency in advanced SharePoint layout, design, maintenance, site implementations and controls.
  • Proven user experience capability and proficiency with the following:
    • HTML
    • Java
    • CSS
    • Project management
    • Reporting
    • Search Centers
    • SharePoint Developer
    • Page template design
    • High proficiency with Microsoft suite (Word, PowerPoint, Excel).
  • Solid understanding of all SharePoint and Power Platform features "out of the box" - how to use and customize "in browser"
  • Understanding of SharePoint feature/solution model to create and deploy customizations such as web parts, list event receivers, content types, list schemas, site page templates, application pages, and publishing pages
  • Experience in programming with the SharePoint object model
  • Involved in the development of public-facing internet sites using SharePoint publishing features
  • Hands on experience with SPMT, ShareGate, Metalogix, or similar migration tools
  • Working knowledge of Microsoft Teams and its interactions with Sharepoint
  • Working knowledge of PowerShell scripting
  • Working knowledge of JavaScript/jQuery as it relates to SharePoint development
  • Working knowledge of SharePoint JSOM and Rest API
  • Support SharePoint (SP O365) / OneDrive content management & workflow automations for approvals.
  • Partner with end users on Power Platform solutions (this will include Power Apps, and Power Automate).
  • Work with data storage options and their pro's versus cons (SharePoint list vs document library vs when it tips to needing a database). We aren't seeking an expert in data storage options, but if you have some working knowledge, that would be fine.
  • Managing the SharePoint architecture (including supporting hubs, site collections, sites, and subsites) ensuring it meets the needs of the agency.
  • Supporting the operations and maintenance of SharePoint sites and applications to include site configuration and maintenance activities
  • Supporting system administration activities to include account maintenance, system health monitoring, and troubleshooting with other groups on interfaces and performance within the infrastructure.
  • Supporting data migration and troubleshooting SharePoint sites and applications to resolution/remediation.
  • Performing adaptive maintenance to upgrade, convert or enhance the sites to adapt to changes in the requirements or the processing environment including, but not be limited to, upgrades or conversions of current content and functionality to adapt to enhancements made to the system.
  • Hands-on experience in Internet and Intranet Portal development
  • Excellent knowledge in Responsive Web Design and Adaptive Web Design concepts
