Description: Job Title: Sr Spec, Program Management Job Location: Lynchburg, VA Job Code: CS20210211-72014Job Description: As a Proposal Program Manager, you will be part of a high performance team responsible for creating winning proposals. Responsibilities include, but are not limited to, helping prepare proposals and presentations, organizing/updating database of project information, coordinating meetings, and writing proposal material from scratch. The ideal candidate must have excellent communication and interpersonal skills, be able to work well with all levels of the organization, and be detail-oriented.Partner with Sales, Engineering, Program Management, Program Services, Operations, Finance, Training and other cross-functional teams to ensure timely creation and submission of complete and compelling responses to customer RFPs/RFQs/RFIs and budgetary proposals requests .

Coordinates proposal process, following standard procedures, including planning, review, and production of statements of qualifications, statements of work and proposals.

Gathers and researches information to include in proposal.

Create detailed program implementation schedules utilizing Microsoft Project.

Create, review, and defend detailed resource loading and service estimates for internal cost and price reviews.

Reviews, organizes, and edits written documentation for proposal responses.

Verifies complex technical solutions, strategies and themes are easily understandable, readable and compelling.

Engages senior technical and management staff to obtain necessary information and commitment for specific pursuits.

A Strong Knowledge of RFP and proposal process in Land Mobile Radio, telecommunications or related field

Advanced user in Microsoft Project and Microsoft Office Suite (Word, Excel, and PowerPoint)

Must be a self-starter with the ability to manage multiple priorities/tasks, and possess strong organizational skills.

Strong and effective communication, writing, and computer skills are essential.

Must be able to independently manage a challenging workload when faced with unexpected changes in priorities and deadlines.

Basic Qualifications: Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience.

Preferred Qualifications: Bachelor's degree in related field (business, marketing, engineering, etc.) preferred.
