PROJECT DESCRIPTION:

CACI is pursuing the prime contract for the development and integration of a large Personnel systems integration effort to modernization a portfolio of applications. The program is a high visibility within CACI's large portfolio of enterprise business systems and Human Capital management solution programs. The system provides end-to-end Human Resources (HR) functionality to all civilians across a large Federal Civilian enterprise made up of over 400,000 employees. The system provides a centralized resource for employees, managers, and HR Professionals to better manage civilian personnel information across the enterprise. This project involves systems transformation and integration from legacy systems to commercial software as a service (SaaS) cloud solution.

POSITION SUMMARY:

Provides expertise to ensure functional business requirements and process issues are resolved using comprehensive enterprise applications within the overall solution. Work with senior managers and proposal development team to identify and solve functional area issues, design solutions, develop conceptual models, translate functional area requirements into technical requirements, and support design and implementation of enterprise application solutions in an HCM SaaS and other low code/no code solutions. Plans or generates data bases and/or models from business systems and data requirements planning. Provides future business strategies from a data or systems point of view. Analyze information system baseline and perform a "gap analysis" between the baseline, user operational requirements, and the operating capability of products. Supports technical design reviews, enterprise approach validations, and work product assessments. Provides daily supervision and direction to other staff members. Supports capture and proposal efforts to formulate winning proposal solutions that include an end-to-end technical approach (analysis, design, integration, implementation, and deployment) of the total solution.

RESPONSIBILITIES:
  • Lead for technical and functional design, configuration, and sustainment of the solution.
  • Elicit and document requirements and specifications from functional users, subject matter experts, and Requests for Proposals (RFPs)
  • Translates customer requirements into a best fit within the application, and develops processes and documentation that support the SDLC
  • Support application design, configuration, deployment, and security setup activities as needed
  • Develop and maintain standard systems requirement documents including but not limited to: business process workflows, Functional Requirements Documents; Requirement Traceability Matrix, and use cases.
  • Implement complex enterprise system configurations and end to end development design
  • Demonstrate configurations through the development of prototypes
  • Hold a key role in fit/gap analysis activities and actively support application design and implementation of identified RICE-W objects
  • Work with the customer and partners to document legacy system data mappings and convert legacy data to the target formats
  • Create business process models and identify business process improvements
  • Review and comment on proposed functional/capability configuration for each of the product modules
  • Evaluation and feedback on system and functional design documents, test plans and scenarios, and other associated artifacts
  • Ability to meet deadlines and manage multiple, dynamic priorities.
  • Assist the team in helping to build, configure and test integrations between HCM and other third party/custom solutions as necessary
  • Effective communication skills and demonstrated experience working in a team-oriented environment
REQUIRED QUALIFICATIONS:
  • Bachelor's degree in Computer Science or Information Systems or other technically relevant degree
  • Versed in the design, implementation, integration, test and deployment of ERP or SaaS products
  • 10-12 years of experience with a minimum of six years of experience with the implementation, integration, and deployment of Oracle solutions.
  • Has been the technical lead for the implementation of Oracle solutions.
  • Must be a team player and be able to adjust to a dynamic working environment that supports a government agency
  • Must have strong written, verbal, and listening skills
  • Experience with gathering reporting requirements and conducting "map and gap" analysis/assessment
  • Must have strong analytical skills and can demonstrate strong problem solving skills.
  • Ability to communicate in a clear and concise manner and success working in Integrated Product Teams (IPTs)
  • Ability to successfully pass a background investigation to gain access to government systems and facilities
DESIRED QUALIFICATIONS:
  • SaaS implementation experience in large scale projects
  • Experience in delivering systems for Public Sector, Federal Civilian Government, and Department of Defense (DoD) customers
  • Experience designing and developing integrations with Oracle HCM SaaS solutions using the HCM APIs
