DescriptionICF International seeks an experienced Systems Architect who is familiar with the modular design and development of human services IT systems. You will assist the Children’s Bureau’s Division of State Systems (DSS) in the oversight of the development, implementation, and operations of Comprehensive Child Welfare Information Systems (CCWIS) regulations (CFR1355.52); and in the delivery of high-quality technical assistance products for states and tribes.We are looking for an individual who can serve as a modular design and development subject matter expert providing technical assistance to federal, state, and tribal audiences. The ideal candidate will have experience in implementing large scale IT systems, skilled in design and security strategies, and proficient in data exchange, conversion, and integration best practices.This position can be performed anywhere in the US. Travel may be required to conduct onsite monitoring and assessment reviews of CCWIS.Key Responsibilities:

Deliver technical guidance on modular approach to child welfare information system implementations

Develop various technical assistance products, such as webinars, technical bulletins, etc., related to CCWIS modular design processes, reporting, security, administration, etc., of State and Tribal child welfare information systems

Conduct preliminary and critical analyses of modular design components such as technical architecture, interoperability of interfaces, and reusability

Provide expert guidance to Federal, State and Tribal staffs on best practices for various system development and procurement approaches to implement child welfare systems, such as waterfall and agile

Provide expert guidance to Federal, State and Tribal staff in establishing data communication standards, designing bi-directional data exchanges, and adhering to best practices.

Provide technical assistance in data conversion and data migration, focusing on effective strategies and methodologies.

Assist State and Tribal agencies in developing secure system designs, aligning with security and compliance standards, and ensuring data protection both at rest and in transit.

Participate in on- and off-site State and Tribal child welfare information system reviews, including pre- and post-review activities, such as analyzing and evaluating system documentation and drafting review reports and letters

Analyzing current CCWIS design review processes and provide recommendations for improvement such as simplifying/streamlining activities

Developing inventories on technology stacks across state/tribe projects, evaluating strengths/concerns and developing guides/recommendations based on evaluation

Basic Qualifications: 

Bachelor’s degree in computer science/IT field and at least 10 years related experience

5+ years experience with design, implementation, and operation and maintenance of statewide automated human services information systems (e.g., CCWIS, SACWIS, Child Support, TANF, MMIS, etc.)

4+ years experience in designing, developing, and delivering technical assistance on large-scale IT projects

4+ experience in data exchange strategies, API-driven design, and skilled at reviewing and recommending integration best practices

Must be able to pass Public Trust background

Preferred Skills: 

Master’s degree in computer science or related IT field

10+ years of experience, or a combination of years of experience in reviewing large IT systems

Security certifications such as ISACA, CISA or equivalent experience in security and compliance review and assessment

Experience in leading large scale data conversion and migration projects with expertise in data-driven design solutions

Skilled in building secure systems, proficient with security frameworks and tools, and guiding best practices to align with emerging trends.

Excellent written and verbal skills

Knowledge of child welfare programs and state/tribal SACWIS/CCWIS systems

Project Management Professional (PMP) certification

Knowledge of and direct experience with low-code software platforms such as Salesforce, Microsoft Dynamics, ServiceNow, etc.
