HOW A SYSTEMS ENGINEER WILL MAKE AN IMPACT
  • Responsible for project initiation within the branch or through the use of standard processes and procedures instituted by CTO; assists in maintaining staffing levels to support projects and programs within the various work areas.
  • Overseeing the contract team members day to day duties involved in managing and analyzing the project portfolio to include resource allocation analysis, delivery of services offered, and tracking of progress towards customer commitments.
  • Ensure engineers develop appropriate PMF artifacts (i.e. engineering design, configuration, and execution steps) and make available to O&M team
  • Provide technical guidance and leadership to the engineering team.
  • Collaborate with the Agency and IC enterprise partners (i.e. DDI/ITE, DDI/CCI, DNI, NSA, DIA, DISA etc.)
  • Track and report of issues to include: root cause and mitigation resolution.
  • Develop and maintain standard operating procedures (SOP).
  • Develop and maintain the configuration management process.
  • Ensure all engineering design is peer reviewed prior to presenting it at the ERB.
  • Ensure CTO project list portfolio is updated accurately and coordinated with C/CTO.
  • Ensure CTO quads are updated accurately.
  • Assist in developing the individual project management plans (SEMP, schedule) for the various development, deployment, and integration elements of the Sponsor's programs, to include schedule requirements, interrelationships of the various elements, and requisite coordination.
  • Maintain a topology diagram depicting the relevant security checkpoints in the infrastructure.
  • Assist with developing concepts of operation, process flow diagrams, SOPs, and specific program plans.
  • Clarify assumptions, limitations, interfaces, responsibilities, and specific requirements for the program elements.
  • Monitor the status of designated activities, identify and resolve relevant issues, develop contingency plans, provide updates, and implement corrective actions as required.
  • Ensure all program activities are fully coordinated and consistent with the relevant program plans.
  • Plan, convene, and attend meetings, focus groups, and related forums, maintaining and facilitating dialog among collateral interests.
  • Ensure documentation is created and maintained as required and agreed to with OCS Staff Management following Agency PMF, OCS, and CD standards.
  • Maintain system baselines and configuration management items, including security event monitoring "policies" in a manner determined and agreed to by the COTR, and OCS Staff management. Ensure changes are made using an approval process agreed to in advance.
  • Ensure compliance with all applicable Agency, OCS, and CD program management requirements for managing IT engineering projects, including the Agency Program Management Framework for all OCS projects.
  • Provide other Cyber Defense and IT Infrastructure Duties as assigned by COTR.
WHAT YOU'LL NEED TO SUCCEED:
  • Education: Bachelors (Computer engineering, Computer Science, Electrical Engineering, Information systems, Information Technology, Cybersecurity, or a closely related discipline)
  • Required Experience: 10+ yrs
  • Required Technical Skills:
  • Demonstrated minimum 10 years of progressively responsible experience in leading an engineering team with emphasis in managing all engineering, design, implementation, operations and maintenance and deployment activities.
  • Demonstrated ability to implement and manage repeatable processes and procedures, require engineering team to develop documentation and support Agency PMF and CD project management activities
  • Excellent interpersonal, organizational, writing, communications, and briefing skills.
  • Excellent analytical and problem solving skills.
  • Desired Qualifications:
  • Demonstrated 15 years hands-on experience with network (LAN and WAN), storage/backup, platforms (Windows/Linux Servers and desktop), virtual platforms, and different security technologies
  • Security Clearance Level: TS/SCI with active polygraph
  • Location: Herndon, VA
