DescriptionSAIC is seeking a Systems Engineer with a background in USAF acquisition policies and procedures including: concept of operations formulation, requirements analysis and definition, system architecting, analysis and design, interface and data architectures, validation and verification, systems integration, system op. performance analysis, lifecycle cost analysis estimation, decision analysis and physical configuration analysis (PCA) in Chantilly, VA. Ability to ensure the logical and systematic conversion of product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software or engineering specifications. Provides specific, detailed information for selection, implementation techniques, and tools for the most efficient solution to meet business needs, including present and future capacity requirements.Roles and Responsibilities
Provide technical and program management support to a special access program.
Work directly for a government COTR overseeing a major systems acquisition project to include test, development, CONOPS creation, and operational deployment.
Drafting program schedules, reviewing and providing expertise on technical specifications and acquisition plans, and assisting with the creation of test and development plans.
Provide feedback and recommendations of the results of test and development plans may also be required.
Develop, document and follow project schedules, budgets and test plans.
Providing SME input to the COTR on test plans, test results, and delivery capability of systems for operational use.
Responsible to work as part of a team for monitoring acquisition milestones, completion of all required system and operational testing to ensure system is deployable.
Qualifications
Bachelors and eighteen (18) years or more experience; Masters and sixteen (16) years or more experience; PhD or JD and fifteen years or more experience
Security Clearance Required: TS/SCI w/ CI Poly.
Minimum six (6) years USAF acquisition experience supporting a program office; eight (8) years preferred.
Experience with requirements analysis and documentation.
Experience with change management, process documentation, checklist development, process & performance monitoring.
Experience with business functions associated with system acquisition including scheduling, financial planning, reporting and forecasting.
Experience working with complex systems across multiple network domains.
Ability to foster collaborative relationships, encourage teamwork, and promote cooperation, demonstrated ability to think critically and strategically.
Ability to communicate technical issues clearly and effectively.
Ability to execute assignments with little supervision and actively participate in a collaborative team environment.
Ability to work occasional surge support.
Experience with Windows, Firefox, Chrome, and Microsoft Office Products to include Word, Excel, and PowerPoint.
