DescriptionICF’s Early Education Services Line of Business seeks a Technical Project Specialist to support the Office of Child Care Projects portfolio. The projects deliver training and technical assistance (T&TA) to Child Care Development Fund (CCDF) grantees and their partners to strengthen the child care policies and practices that improve the quality, supply, and accessibility of infant toddler care. The Technical Project Specialist contributes to the development of innovative, high-quality products through the use of technology platforms, review of materials for HHS 508 compliance, support of large national TA events, and support in writing and formatting of materials. Bilingual Technical Project Specialists may be asked to provide translation of project resources.The ideal candidate will have a background in digital content strategies, strategic communication, and best practices including accessibility and inclusive practices for web-based materials. They will excel in developing and reviewing materials and creating content that motivates, inspires, educates, and informs across a wide variety of digital platforms. They will support the delivery of technical assistance and training tasks, including resource development, event planning, data collection and reporting.The position is full-time and home-based and may involve some travel to OCC sponsored events.Key Responsibilities :
Develop high-quality written and visual content for various platforms including, websites, blogs, videos, social media posts/campaigns, email campaigns, podcasts, and training materials
Support planning TA events and services such as webinars, training sessions, conference calls, and information sharing events.
Provide support in developing and revising written and web-based resources and presentations with an emphasis on plain language.
Coordinate with the information technology team to develop digital content that enhances our visibility on search engines and positions our company as an industry leader.
Take ownership of tasks assigned and show initiative to take tasks to the next level by identifying process improvements or providing thoughtful feedback.
Support task leads with document formatting, 508 compliance, citations, and other support tasks.
Advise writers on integrating principles of equity, plain language, audience engagement, and effective communication strategies into their work.
Develop and implement communication strategies to effectively share information within projects and externally.
Support meeting logistics such as sending invitations, tracking registrations, following up with participants, and providing Zoom and Teams technical support as needed.
Build strong, positive relationships with project staff for ongoing communication, collaborative planning, and shared problem solving to meet the needs of clients, states, and territories.
Demonstrate ability to prioritize and manage multiple activities simultaneously in a fast-paced, changing environment.
Understand the project's operations and objectives of providing high-quality TA resources and events.
Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a support on high priority tasks that have tight timelines.
Leverage specialized depth and breadth of expertise and apply a broad perspective to identify solutions to complex tasks.
Support the consistent implementation of protocols and procedures that ensure quality control for all technical assistance and training deliverables.
Conduct training for team members on topics relevant to resource development and dissemination; digital and marketing writing best practices, and the software that supports service delivery.
Actively engage in team meetings, internal workgroups, and other collaborative projects as requested.
Maintain a consistent work schedule and communicate with supervisor any changes to the schedule that impacts availability during regular work hours.
Works under fairly limited direction. Normally receives little instruction on day-to-day work, general instructions on new assignments.
Support data collection tasks using Smartsheet, Excel and other platforms.
Support proposal development activities as requested.

Bachelor’s degree, preferably in early childhood education, public policy, or management.
5+ years’ experience providing support, including information gathering and policy analysis, in the field of early childhood education, public policy, or management.
1+ year experience providing project management support to staff, implementing management processes, and supporting staff in management processes.
1+ year experience with data collection and analysis, participating in the development of training materials, or supporting virtual TA delivery.
1+ year experience with digital content strategy, audience engagement, and communication best practices.
Preferred Skills:
Master’s degree in early childhood education, public policy, or management.
5+ years’ experience working with adult learners as a trainer/facilitator.
Ability to develop content based on policy within a team environment.
Interest or experience in using knowledge of adult learning styles in the creation of products.
Ability to learn new technology platforms and identify ways to enhance productivity and organization.
Experience in plain language and equity focused content development.
Experience with data collection and analysis.
Experience with graphic design, Canva, and support graphic design tasks.
Knowledge of 508 compliance.
Proficient in MS Office Applications (Word, PowerPoint, Outlook, Excel, SharePoint, Microsoft Teams) and other e-learning webinar, and project management tools including SmartSheet.
Bilingual and able to read, write, and speak Spanish proficiently.
