Job Summary: Serve as Vice President, Information Technology Systems (Applications) with a key leadership role responsible for the overall strategy, delivery, sustainment and ownership of the applications life cycle of assigned IT Business Applications and Systems.

Duties and Responsibilities: Incumbents of this position must be U.S. Citizens. - Responsible for all facets of strategic applications and systems planning in alignment with NEXCOM's business strategies. - Responsible for the development and execution of systems life cycle management. - Responsible for the execution of a comprehensive Enterprise and Application Architecture program through the implementation and discipline of standards, policies and practices across all business applications and systems. - Responsible for the execution of a comprehensive applications & systems Change Management program (Change Control, Quality Assurance/Testing, Configuration Management, Release Management). - Develops, maintains and executes annual operating budgets in support of the retail and corporate business applications & systems. - Develops multi-year spend models/forecasts for Operating Expense (OpEx) and Capital Investments (CapEx). - Develops retail and corporate business applications & systems related project proposals with business partners. - Adheres to established Information Security requirements (RMF, PCI, PII, HIPAA) as required. - Ensure the support of NEXCOM business processes and information needs through the use of retail and corporate business applications & systems. - Direct the activities of associates engaged in managing and monitoring projects, including developing project plans, resource assignment, progress tracking and quality assurance. - Overall management of business application and systems support functions and delivery of agreed Service Level and Operating Level Agreements (SLA and OLA). - Direct the activities of associates providing Level 2 technical support for applications-specific trouble tickets. - Management of external application vendors and software development partners through proper contract management and software license compliance. - Ensure CIO is kept apprised of all applications and systems related issues for assigned IT Business Applications and Systems. - Supervise a technical staff. Directs assignments, answers questions, completes work performance reviews, approves leave and determines training requirements. - Perform other related duties as assigned. Cybersecurity Workforce Certifications (CSWF jobs): SECNAV M-5239.2, DoN, Cyberspace Information Technology (Cyber IT) And Cybersecurity Workforce (CSWF) Management and Qualification Manual requires incumbents of this position to possess, or and maintain current, one of the following credentials: Education: A Graduate Degree in an IT Discipline from a Department of Education accredited University OR Certifications: A Certified Information System Manager (CISM), Certified Information Systems Security Professional (CISSP), or GIAC Security Leadership Certification (GSLC), or ITIL Master Certification, or Program Management Professional (PgMP), or Project Management Professional (PMP). NEXCOM preferred certification is GSLC. Candidates without the required Certification may be placed into this job, but must obtain the required Certification within 6 months of appointment; failure to obtain this requirement will result in termination of employment. This position is designated Critical - Sensitive (CS) in accordance with SECNAVINST 5510.30C and will require a favorable Tier 5 (T5) Background Investigation. Candidates must be eligible for and obtain a Top Secret Clearance, within 6 months of appointment. Failure to obtain will result in termination. Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment. Incumbents of drug testing designated positions will be subject to random testing. Drug test results will be provided to the employing activity/command.Requires a total of 10 years of combined experience as indicated below.

GENERAL EXPERIENCE: A minimum of 3 years experience in administrative, technical or investigative work, in the Information Technology field. Experience in managerial, professional, technical, or other responsible work that demonstrates possession of abilities and aptitudes to perform senior level IT Applications & Systems management.

OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of related academic study above the high school level may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor's degree in the Information Technology field for 3 years of general experience.

AND

SPECIALIZED EXPERIENCE: 7 years of progressively responsible experience in a large retail IT environment that provided management and/or supervisory responsibility overseeing business application and systems implementation and support activities (business/systems analysis, applications administration, quality assurance and testing, enterprise and application architecture, applications and systems life cycle management, and contract and budget management.
