Overview Develop and execute an enterprise-wide strategy, in partnership with the Office of Financial Opportunity, for building partnerships and developing engagement opportunities in the financial opportunity space to drive positive policy outcomes for Navy Federal and its members. Serve as key credit union leader for financial opportunity engagement with internal and external parties. Foster and maintain effective relationships that support financial opportunity goals, promote member financial opportunity, and advance policymaker and industry awareness of those efforts. Support business unit activities and senior leadership through information sharing, coordination of activities, and recommendations on strategic opportunities in financial opportunity partnerships and affairs.Responsibilities

Develop and execute strategy for financial opportunity partnerships and government relations

regarding financial opportunity

Develop policy proposals and positions for both internal and external stakeholders regarding financial

opportunity initiatives

Assist in the development of public policy proposals and positions for both internal and external

stakeholders in support of the organization’s mission and objectives

Develop and implement advocacy strategies to support, advance, and highlight Navy Federal financial

opportunity efforts and goals

Assess and analyze federal and state laws, regulations, and other public policies related to the

operation of credit unions and advancing member financial opportunities

Serve as a Navy Federal representative with external groups, industry trade organizations,

government agencies, and other third parties, to represent the organization’s interests on publicpolicy and financial opportunity issues

Assist in the preparation of advocacy correspondence and outreach to government agencies,

Congress, nonprofit organizations, and industry trade associations to support financial opportunitypositions and proposals

Assist senior leadership in external engagement involving financial opportunity related legislative or

regulatory actions, and other relevant policy issues

Prepare and provide oral and written briefs for President and executive management on financial

opportunity engagement strategy

Prepare position papers, correspondence, speeches, Congressional testimony, and other preparation

documents

Monitor, research, and analyze public policy issues including federal and state laws, regulations, staff

commentaries, court decisions, legal opinions, trade association guidance, and other resources tomake recommendations to leadership on the best course of action

Advise senior management on requirements of applicable laws and regulations and emerging policy

developments

Perform other duties as assigned.

Qualifications

Bachelor’s degree in Political Science, Public Administration, Business Administration, Finance, or

related field or the equivalent combination of training, education, and experience

Significant experience and skills in financial opportunity, diversity, equity, minority community

engagement, access to credit, nonprofit organizations in the space, or related areas

Advanced experience in public policy, advocacy, Congress, Executive Branch, nonprofit

organizations, and trade associations

Advanced knowledge of financial services industry issues, especially those related to financial equity

and opportunity

Demonstrated experience building partnerships with organizations or third parties to achieve

collaborative results

Demonstrated experience in exercising sound, independent judgment in determining appropriate

action to implement advocacy strategies for favorable outcomes

Significant experience in developing, supporting, and defending policy positions delivered to

policymakers and senior members of their staff

Proven ability to effectively communicate complex topics to audiences with varying levels of

knowledge and experience

Significant experience in managing multiple ongoing initiatives and meeting changing priorities to

accomplish organizational objectivesDesired Qualifications

Working knowledge of Navy Federal’s objectives, functions, and policies

Working relationships with Democratic members of Congress and their senior staff, and influencers

on financial opportunity and equity issues

Familiarity with the U.S. Armed Forces and an understanding of the unique financial issues faced by

servicemembers and their families

Advanced knowledge of laws, regulations, and other policies issues affecting credit unions and other

financial industry issues, along with an understanding of the key players and policy drivers

Experience serving as a senior staff for a Member of Congress, Congressional Committee, or senor
