There is one Application Administrator II opening with the Yakima County Technology Services Department. The position is responsible for designing, implementing, and maintaining all Yakima County applications including numerous business critical and public safety systems used by Yakima County and outlying agencies. Application categories may include, but are not limited to: ERP, Case Management Systems, Financial Management, Operational Technology, Video Surveillance, Document Management and Audio-Visual systems.

Position is expected to establish strong working relationships with County personnel at all levels of the organization and provide exceptional customer support.

Note: This is a Technology Services Teamsters Contract Bargaining Unit position.

Essential Duties:

System Administration

Position is responsible for designing, implementing and maintaining assigned vendor supported applications including numerous business critical (Cayenta, Ascend) and public safety systems (Spillman), used by county employees and outlying governmental agencies. Responsible for technical administration and management of internally developed interfaces and applications.

Functions as technology administrator for assigned application(s). Researches system requirements and specifications provided by vendors to ensure compliance with county policies and guidelines; Identifies who are the users of the system and what permissions they need, the level of network access and the security groups are required.

Implements new and upgrades existing technology systems as requested by client or vendor. Identifies the system requirements for hardware and software, performs a cost analysis reports for purchase and maintenance, product lifespan, data storage and determines impact on users / department/network. Collaborates with project stakeholders and project teams to identify project scope, benefits, limitations, testing and implementation timelines.

Troubleshoots and resolves issues for assigned application(s) and when necessary, collaborates with other Technology Services and vendor staff; Works with other city, state or county government agencies to discuss current business matters, resolve issues, share information, and test or implement updates or new systems.

Prepares documentation on system use and configuration for reference by other Technology Services staff as well as the secondary support personnel; Provides training and guidance to users.

This position is expected to have technical skills and ability that are superior to a Level 1 Application Admin. This position is also expected to require less day to day supervision and coaching in order to support their assigned systems, as compared to a Level 1 Application Admin.

Daily system support and maintenance

Provide advanced level troubleshooting and debugging expertise by reviewing logs/code, contacting affected parties to collect critical information; Writes, schedules and maintains scripts and scheduled automated tasks using a variety of scripting languages and tools; Implements fixes and applies patches to resolve system issues.

Functions as liaison with vendors and clients to resolve issues. Collects critical information for issues to relay an accurate, concise and comprehensible summary in a verbal or written manner to involved parties.

Prepares maintenance notices to send out to affected users and maintains logs to document issues, changes and fixes. Facilitates meetings with application power users to discuss current issues and plan for future activities.

Responds to after hour emergencies and is available for after hour standby work as requested.

Research and development

Researches, tests and recommends technology in assigned areas and identifies what technology or tools are needed to support assigned applications.

Investigates how existing technology can be modified for new applications and evaluates security risks.

Explores industry best practices for technology and security in government and makes recommendations to management; Analyzes technical solutions for business issues and calculates benefit.

Gathers and studies various resources to maintain expertise in specialty applications area; Participates in ongoing training to enable continuing innovation and an understanding of new releases of operating systems and other software tools required to support assigned systems; Attends user groups and conferences with other government or private enterprises using related systems within the state or around the world.

Disaster Recovery Planning

Prepare and update disaster recovery documentation for supported applications by identifying critical information needed, potential disaster scenarios, testing and outcomes, data restoration, the personnel needed and the procedures to restore the system.

Secondary backup and other duties

Performs other duties as assigned including: secondary support and assistance on other applications assigned as primary responsibilities to co-workers.

Carries out other duties as requested when Technology Services responds to critical outages.

Provides technical assistance to other Technology Services staff.

Assists new staff in understanding various aspects of their position and the business processes within the department.

Education & Experience:

Bachelor's Degree in Computer Science AND four (4) years full-time system support including application or server hardware support; OR an equivalent combination of training and experience that would provide the required knowledge, skills and abilities to successfully perform the essential duties of the job.

Required:

Valid United States Driver’s License upon appointment and proof of insurance, if requested;

Successful completion of criminal background investigation and general employment verification and,

Proven work experience with the following: Windows Server, general computer operations, MS Office, Outlook/E-mail, Internet Browser

Preferred:

Technical experience with the following: Unix/Linux, Active Directory, SQL Server, Oracle, SharePoint.

Equipment Used: telephone, copy machine, fax machine, voice mail, computer, mobile devices, printer, scanner, various computer/server hardware and software.

Working Conditions: This position is rated as Sedentary Work: exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Environment: may be required to work outside of standard business hours and at alternate work locations.

Physical Demands: standing, sitting, walking, lifting, carrying, pushing, pulling, bending, reaching, handling, kneeling, crouching, fingering, feeling, talking, hearing, and visual acuity.

Knowledge:

computer operations: advanced level of knowledge of software programs including: Microsoft Server products, Microsoft Office products, Microsoft SQL Server, Microsoft Reporting Services;

basic understanding of the operation required for secure backup and restoration of critical systems and data;

computer operations: Some knowledge of server, office computer with regards to security and threat prevention;

research methods and analysis techniques: Advanced level of knowledge of computer systems and software troubleshooting techniques; and,

customer service principles and techniques.
